AFTER a careful review of the Hobrazian legal system and policies that pertain to the Ministry of Justice, the Minister of Justice Paige McConnell offers the following reforms.

ARTICLE I: The Republic of Hobrazia shall now compensate victims of eminent domain in a fair and just manner. The person's property that has been nationalized will be given monetary compensation, to be determined by an appraiser. If the victim deems the amount to be unfair, then he or she may sue the Republic in a court of law.

ARTICLE II: The Republic shall henceforth cease all active searches for illegal aliens, with the exception of those wanted for violations of a non-immigration statute. This will benefit the Ministry of Internal Affairs, as their officers can now focus police resources on real crime issues.

ARTICLE III: The Republic shall henceforth cease the practice of torture. Studies indicate that testimony received from tortured individuals is highly inaccurate because the said individual is motivated to provide any answer that will appease the torturers, regardless of the validity of the claims made. Furthermore, this practice is barbaric and unfit for a great nation like Hobrazia.

Concerning article 2: It should not be the role of ordinary civilians, food inspectors and other administrative personel to report such situations, we should continue to operate an active unit (in same style as the food inspectors) that visit companies to search for illegal aliens.

Concerning article 3: It showed that the Hobrazian Intelligence Agency were able to investigate and solve several spying incidents with the guidelines provided by our laws. Therefore we see no reason for this to be removed. There is a guarantee in the laws, that torture must only be used where information is vital. It is not a normal procedure, but only when life or the security of the nation is at risk.

MessageA "vital situation" is extremely vague and open to interpretation, and there is no evidence that the spy intelligence would have been procured without the use of torture.
