Old value:: The government makes no provision for civil defence.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: Local authorities are responsible for building and maintaining shelters.

Message | Well, Why don't we want provisions? In case of emergencies, we have to protect our people. At least in this proposal, we don't have the burden of responsibility for making those provisions. |

Message | The local governments do though and they get their money from tax-payers which are the same ones that we get our money from, meaning that the tax burden increases irrespective of who "pays" for it. Defence shelters are contrary to the policy of mutually assured destruction. There's no MAD if we can strike first and then run for cover, meaning we can destroy but not mutually. Which is all well and good for us but our enemies may feel differently and if there's no balance, there's no security. |

Message | Further, I believe the cost is rather prohibitive if you want to protect the entire population. Say one cubic metre costs an aureus to maintain (and repair, stock, keep clean, etc) each year. For 80 million people, each requiring say 36 cubic metres of space, is 2.8 billion aureus annually on something that really isn't that useful. |
