Whereas, We do not believe national restrictions are needed on forest protection, given that replanting must occur, but Whereas, We believe that a local or prefecturial government should have the ability to choose to have its forests preserved, if it is willing to take the economic hit that would come with such a policy, and Whereas, We feel confident that there will be areas of the nation in which logging is permitted with little if any restriction, based on the economic incentive to do so, We hereby propose to give local governments the power, if they choose to use it, to regulate logging. |
