Citizenship of our Holy Empire was completely devalued by the Citizenship Act 2334 but we feel that simply repealing that Act is not enough.

Citizenship has to be something more than something that is given, either to a priveliged few or to everyone. Something that is given has no value. Citizenship should be earned through VOLUNTARY and selfless service to the Empire.

We propose that Citizenship be awarded on passing an exam. The exam will consist of questions about the subject's two years military, clerical or medical service.

Obviously this is not compatible with our current system of COMPULSORY national service, as this denies Civilians the opportunity to volunteer. Having said this we do not wish to remove the option of wartime conscription when required.
