If we were to allow the development of nuclear, biological and chemical weapons, we would gain a crucial tool. While militarily, their use might be limited, maybe even more harm than good, but if we allow these weapons to be used for any reason, they can give us great diplomatic leverage. If we can use the Madman theory, that is the appearance that we could use such weapons for any such reasons, using it as inappropriate force in a conflict, we could discourage diplomatic or military retaliation or stifle enemy imperialism. It is a crucial diplomatic tool.
