I think that the number of seats in parliament should be calculated after this formula:

# of seats = # of citizens / 1 000 000 X # of parties

Therefore, our parliament should have

97 867 559 / 1 000 000 x 3 =(aprox) 294 seats

It would ensure a better reprezentation.
