Whereas, We would prefer not to be on the receiving end of any WMD use, and therefore have supported the ARLP's bill to reinstate our ability to retaliate, but Whereas, Said bill goes beyond retaliation and allows us to be the first to use chemical and biological weapons, and Whereas, The only circumstances under which we would be willing to support unleashing a plague on a population would be against a nation that has done such to us, and then mostly just because a willingness to do so is a deterrent, and Whereas, reserving the right to first use invites pre-emptive strikes, We hereby propose that we make it law that we will only use chemical or biological weapons against nations that use them against us. |

Message | We feel that there may be circumstances under which we would prefer the ability to use chemical agents to retaliate against non chemical/biological attacks. For example, if a nation with a well dispersed industrial or military base uses nuclear weapons against us, chemical retaliation may be more useful than a nuclear response in kind. Therefore, we must regretfully vote in the negative on this bill. |

Message | If there were a similar proposal as for nuclear weapons, that allowed chemical weapons to be used against any WMD use, we would find that proposal acceptable. What we find dangerous (even to our own citizens) is our effectively threatening to use not only chemical-- and especially biological-- weapons offensively rather than in retaliation. The danger to our own citizens is that such an implied threat invites a pre-emptive strike, whereas if we pledge only to use such weapons if another nation does first, that makes a pre-emptive strike highly unlikely. |
