Whereas, We certainly praise the ARLP's defense bill that will allow for the nation to better deter attacks by adversaries, but Whereas, It does leave out on key provision, that of Civil Defense to protect our population if we are, nevertheless attacked, and Whereas, we believe that the safety of the population should be the very first priority, We would like the government to ensure shelters exist throughout the nation, in the unfortunate case in which they are needed, by requiring all public buildings to feature provisions for civil defense, setting aside half or more of the space for private citizens. Furthermore, since we soon shall have defense industries again, and Whereas, it makes no sense to refuse exports of arms in all cases, although It does make sense that there be some control over such sales so as to minimize the possibility that we will export arms that shall later be used against us, We also hereby propose that the government shall, on a case by case basis, be empowered to allow or refuse arms sales. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: The government makes no provision for civil defence.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: Every public building is required to feature provisions for civil defence and at least 50% of spaces must be allocated to private citizens.
Article 2
Proposal[?] to change The government's policy concerning the export of weapons to other nations.
Old value:: The government does not allow arms to be exported.
Current: The government allows all arms to be exported freely.
Proposed: The government must approve all arms sales on a case by case basis.
