Description[?]:

The Mehoz of the Fourth Jewish Homeland of Beiteynu shall be administrated in accordance with the following:

1. a) Elections shall take place in line with national elections to the Sanhedrin but shall be done on a First Past The Post system whereby the winning party shall obtain the post of governence of the region.
b) In the case of a tied election whereby two parties obtain the same number of seats in a Mehoz the winner shall be decided upon the number of votes.

2. Governors may take the title of either Posek or Atabék. The second largest party shall be entitled to grant the title Vice Posek/Atabék or Shadow Posek/Atabék to an individual of their party depending on their allegiance to the winning party.

3. Governors shall have juristiction over all matters devolved to local governments.

4. Governors may be dismissed by one of the following:
a) A direct move by the Naczelnik Nasi followed by a 2/3rds vote of favour in the regional government of the Mehoz in question.
b) A direct move by the Naczelnik Nasi followed by a 2/3rds vote of favour in the Sanhedrin.
c) A 2/3rds vote of favour in the regional government of the Mehoz in question followed by a 2/3rds vote of favour in the Sanhedrin.
d) A 2/3rds vote of favour in the Sanhedrin followed by a 2/3rds vote of favour in the regional government of the Mehoz in question.

5. a) Following the dismissal of a governor, if there is no Vice Poske/Atabék in place or if no successor has been nominated, all powers shall be handed over to the regional governenment in accordance with the previous election for decisions to be made on a system of voting. Following the next nationwide election a new governor shall be elected.
b) If there is a Vice Posek/Atabék in place then power shall be handed over to them. Alternatively if there is none the Posek/Atabék may nominate an individual from another political party to serve as a transitional governor until the next election. In either case no move can be made to dismiss a Vice Posek/Atabék or designated successor until after the next election.

6. a) For a proposal to pass into Mehoz law it must have the support of 1/2 of the regional assembly.
b) Only a Posek/Atabék can propose laws for their respective Mehoz.
c) A 2/3rds vote in the Sanhedrin may override any law passed in a Mehoz.
