Announcing the foundation of a series of Ultra-Kibbutzim to ensure the youth of Beiteynu are brought up in accorance with correct moral and religious values. Ultra-Kibbutzim shall take the form of collective communities where the people live in harmony and unity to further the stability of the Jewish State. Ultra-Kibbutzim shall be open to adults and they are free to join voluntarily however its primary function shall be for the education of the young.

ARTICLE I: Every child of Beiteynu is sacred, this goes without saying and while we recognise that in some tragic cases birth may be impossible in most cases we must ensure our children are brought into the world. With the passage of this law abortion shall only be legal in the following cases:

* Severe mental disability in the child.
* High chance of birth causing death to the mother.

In all other cases if the mother would have previously have applied for abortion the child shall instead be born and immediately incorporated into an Ultra-Kibbutz.

ARTICLE II: Adoption means that children will simply be thrown from their blood family and into the arms of complete strangers. Whilst we accept that the adoptive parents are probably quite capable or raising the children it stands to reason that the state can do a better job. As such any child that a family wishes to put up for adoption shall be instead incorporated into an Ultra-Kibbutz.

ARTICLE III: Education shall be the primary purpose of the Ultra-Kibbutzim and whilst we accept that the vast network of public schools is capable of installing good Jewish values the Ultra-Kibbutzim shall be just as capable. This proposal is simply to prevent a legal problem from occuring by ensuring that children may be educated at Ultra-Kibbutzim as well as schools.

ARTICLE IV: Aside from education the Ultra-Kibbutzim shall also teach the value of hard work and the working of the soil. In accordance with the formation of the Ultra-Kibbutzim the government shall merge several small farms into a series of moshavim. These shall then be used by the Ultra-Kibbutzim and the produce used to feed the people of Beiteynu.

ARTICLE V: The Ultra-Kibbutzim must be protected from terrorist attacks or people wishing to sabotage the good work they are doing. As such in several cases they made to be guarded by gates or fences, this is understandable. However it should only be the right of the government to set up Ultra-Kibbutzim and if we do not alter this law we run the risk of companies setting up copies which will only stand for thought reform and corruption.

ARTICLE VI: Whilst most parents will care for their blood children and raise them in a correct manner we should not be so naive that we assume all will do this. As such we propose instituting a test for would be parents where they will be tested on the following:

* Previous criminal convictions
* Drug use.
* Alcohol use.
* Committment to the Beiteynuese state.
* Ability to economically support the upbringing of the child.

All parents that fail this test shall have their children incorporated into the Ultra-Kibbutzim.
