Whereas, We most certainly need a strong deterrent to the use of chemical and biological weapons against our great nation, We hereby propose that we restock chemical and biological weapons, with the caveat that we will support maintaining the law that has passed stating we shall only use them in retaliation for a similar attack. |

Message | We provoke no one as long as we retain the law that we shall only use them if another nation uses them first. We have always believed in that portion of the change in the law that was made, and we pledge to retain that portion of the law-- which with the other parties that will oppose changing it, will be enough to retain it. |
