Description[?]:

Plans for the National Hobrazian Health Service

Under current spending guidelines we aim to invest some of the surplus budget into the rebuilding of older hospitals and the renewing of others, this will provide better public care for the people of the nation and provide for staff a much better place to work, with many older hospitals being in poor condition with confusing layout and poor co-ordination and energy saving facilities.

New Hospitals:
We wish to provide at a cost of 500 million HCR two brand new hospitals in the capital Astoria. They would be located:
1)Central Astoria Hospital, on the old Central Astoria site
The new hospital will be placed on the site of the current hospital, but using much more of the land and derelict areas. It will encompass all the current facilities, but we aim to upgrade the current accident and emergency department making it twice as big to cope with the number of patients it must deal with being the principle hospital for the city.
We also aim to provide on site a new ambulance station to replace the current one and also a new GP clinic and eye unit. We are also investigating the possibility of making it a specialist cancer centre.
2)Muzal City General Hospital, This will be located on a new site just outside the city centre, the land is owned by the ministry of Defence and we have begun talks about a sale to the Health department. The hospital will become the major injury centre in the city and will provide up to date medical techniques to the area, we have also plan to open on the site a joint pharmacy operation and small scale medical investigation centre, where blood and other such medical information can be gathered and tested.

Old Hospitals:
We plan to start refurbishing all other hospitals it sets, these would start with the larger hospitals first, where they will be extended if space is found and also re-arranged if deemed necessary to the smooth running of the hospital. City hospitals will also get priority over the smaller town hospitals, however we aim to have the process complete within 10 years

Teaching Hospital:
We hope to build a new facility at the General Astoria Infirmary to transform it into the principle teaching hospital. It would have accommodation for trainees and also lecture halls and medical research centre, but on a smaller scale to that of the Muzal City centre.

This scheme will run into the billions, we estimate at present that we will spend 10 billion over the next 10 years on the scheme, taking 1 billion a year. However we are still investigating costs and are in discussion with equipment providers and contractors.

I Hope the chamber passes this bill so we may begin the process.

Whilst accepting the push for improvements in the Health Service, I would request a dialogue with our Health Minister as to where she believes this money can come from.

MessageWe may open this debate on funding. We believe that me may invest some of the budget surplus and also concentrate some of the budget already allocated to building work on key projects, thus making it possible to afford this improvement.

I can also state on Behalf of the Government and Also the First Party that we are commited to a national health system and also the national education system. For the benefit of the people
