Whereas, we still strongly dislike that it is impossible for even a local government to decide that poor residents shall get a discount on energy, so as to keep it universal,

We hereby propose that local governments shall be in charge of energy delivery, with two restrictions:

1) They may not establish a public monopoly. If a publicly owned utility is created, they must allow private competition on a level playing field.

2) They may not establish a private monopoly. They may choose to have no publicly owned utility, but they may not award a franchise to only one (or even only two) private companies. There must be enough competitors to create competition.

They may choose whether or not to regulate prices, whether or not to have a public power company, and whether or not to offer subsidies for low income residents.
