Bill: Sensible Defense Act
Details
Submitted by[?]: People's Party
Status[?]: passed
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: October 2086
Description[?]:
While Likatonia is a peaceful nation, and has always stood against war, we cannot ignore the dangerous threat of chemical weapons in our neighbourhood. To counter this threat, we need to understand it, particularly the danger that several toxins may pose to our citizens. However such research is forbidden since this Chamber has not yet allowed the military to develop any chemical/biological weapons for research purposes. This bill will allow the military to set up a research and analysis wing that will develop such weapons in extremely well controlled facilities, for research alone. |

Old value:: The nation shall never develop, purchase or store biological or chemical weaponry.

Proposed: The nation reserves the right to develop, construct and store biological and chemical weapons.

Message | No. same arguments as nuclear weapons. they just spread distrust and pain in the world, doing no good to anybody and costing a hell of a lot in the process. |

Message | We have a serious moral qualm with causing so much pain. While nuclear weapons have intense destructive potential, they are sometimes necessary. The only purpose of biological and chemical weapons is to cause suffering, they gain little and are unnecessary. We will be forced to vote no. |

Message | These are for testing purposes only, no humans will be used- rather it is being proposed to further advance our understanding about these dangerous chemicals so as to be able to better guard against them if we are ever attacked. |

Message | Why would you want to spend government money researching forms of torture? Chemical weapons are not a necessity for warfare, and are an inhumane way of killing people. Why not stick to bombs? The only reason to use chemical weapons instead is either because you enjoy causing pain or because you want to preserve the environment, which opens up the way to agressive, territory seeking policies. You can research antidotes without having stores of chemical weapons, because all you need is a bit of the chemical made and destroyed in a controlled environment - not the actual weapon. |

Message | You still have to develop, construct and store them...no matter how small a quantity it is. All this bill does is say okay- you can do that for research. Look - how does testing chemical weapons in a lab mean I " enjoy causing pain or because you want to preserve the environment, which opens up the way to agressive, territory seeking policies." All i'm saying is we need to know how these things work, not because we want to kill people with it, but rather because we want to know how to prepared against such attacks. We won't be using this in a war. |
Date | 22:32:13, July 26, 2005 CET | From | Liberal Party for Equality | To | Debating the Sensible Defense Act |
Message | If it isnt in a device which releases it in fatal doses, it is just a chemical, not a weapon. |
Date | 22:32:52, July 26, 2005 CET | From | Liberal Party for Equality | To | Debating the Sensible Defense Act |
Message | therefore if you are not using it in a war there is no reason to pass this bill |
