Whereas, We respect the right of software writers to keep their source code closed, we also believe that open source software should be encouraged. Such software discourages computer viruses, and also allows for modification and improvement by end users. Therefore, we propose to leave open source software no more regulated than any other product, but impose additional regulations on closed source software, including liability for any damage, even unintentional, to computers that use it, and that a license to produce such be required. The license shall be only contingent on never having produced intentional malware, and upon paying a moderate licensing fee to the government. |
