The HDV (Hosianisch-Demokratisches Verbund, Hosian Democratic Alliance also known as simply the Verbund) originally started out as an alliance between the Hosianische Liberalen Allianz (OOC known as CLA before religion retcon) and the Hosianische Zentrumspartei. After the HLA dissolved into the LDA, the HZP took over the HDV in an official merger including some of the more Christian members of the former Party.

The Hosian Democrats take their inspiration from the Annunciation, but members of other confessions are welcome to join if they agree with the principles of the Labsburg Declaration, the original declaration of its foundation signed by HZP and HLA leaders Egon Ritterlich and Julius von Anderinch, which encompasses the HDV's ideological programme, taking their principles from their own personal faith. The Hosian members of the HDV come from all Hosian Churches in Hulstria, giving the Hosian politics of the CDV an Ecumenical character.

The HDV was one of the major parties in a larger opposition coalition known as the 15. September Bewegung, after the date of a bloodbath inflicted by the regime on a peaceful protest march in Kien. The 15th September Movement intends to make itself obsolete by reinstituting the constitutional monarchy under the House of Rothingren-Traugott, democratic institutions, religious and ethnic tolerance, and creating a more balanced and democratic Hulstria to prevent a dictatorship from ever rising again in the country.

In primarily Kunikata-speaking areas, the party is known by its official Kunikata name, 保守民主同盟 (Hosyuminsyu Doumei, Conservative Democratic Alliance). In these parts, its name is officially abbreviated by the originally colloquial 同盟党 (doumeito, literally "Alliance Party") and less frequently as simply 同盟 (doumei, "Alliance"). Though it is common to refer to the party as a whole by its Hulstrian acronym HDV or the colloquial "das Verbund", it is occasionally referenced by the bilingual abbreviation HDV-同盟党 as well (HDV-Doumeito), which is also its official ballot designation in bilingual or Hulstrian-speaking parts of Crownland Mitrania.

We, the undersigned, for our respective parties, declare sincerely that we have today found common ground upon which to build an alliance and foster greater cooperation. We have decided that, to accomplish our aims, the best way forward is to form an alliance to be known as the Hosianisch-Demokratisches Verbund.

We believe that there has never been more need in our nation for Hosian politics. We believe that Hosian politics is politics from our personal Hosian values, or other confessional values, in a Hosian and humanist tradition of respect, tolerance and dignity. We see the Annunciation as a challenge, a task and a gift at the same time: our politics is an answer to the question the Annunciation poses us about society.

We reject both strident individualism and stringent collectivism, for what is man without a community, and what is a community else than an institution with men at its heart? We believe, accordingly, that man can only flourish within his or her own community and identity, with his own religion, race, and all his other personal traits and beliefs respected. We wish to be a broad grouping: all those who respect our values may become members of our Verbund.

We trust in the responsibility of all humans and citizens, to respect each other, their rights and dignities. We trust in our citizens and their initiatives, in their wish to participate actively, and where active participation lacks, we shall encourage it. We subscribe to the principle of subsidiarity, that idea that everything should be handled as close to the citizen as possible, and that each level of society, from family to nation, has its own duties and responsibilities; it is the Government's duty to respect that.

We see it as our task to protect that which holds our society together: the monarchy and our Hulstrian and Gao-Showan nation. We wish to create an inclusive society, a culture that binds everyone of every race together to feel Hulstrian and Gao-Showan. Our Hulstria and Gao-Soto is inclusive, not exclusive.

We hold true to the principles of social justice and solidarity, and find inspiration in the task (Theodore 25) that we have been given, and if not by Hosian faith, then by our own conviction and strength: to feed the hungry, to quench the thirst of the thirsty, to house the refugee, to clothe the ragged, to care for the sick and to have mercy on the jailed. But the hungry aren't fed, the thirst of the thirsty isn't quenched, the ragged aren't clothed; in the developing world, our fellow men starve, shiver and parch. The refugees aren't housed; others would turn them down when in need. The sick aren't cared for, or else we should protect it. And finally, the jailed do not get mercy; they are executed, forced to labour and not allowed to rehabilitate. Our duty as Hosian Democrats is to protect human dignity and the equal value of all human beings.

We understand that we have been given this world in stewardship, whether from God or not, and that it should be protected for our children. We believe that we should realise that responsibility rests upon our shoulders to make sure we leave the world either better or at least not worse than we found it.

In witness to this common ground we have resolved to share our lists: a vote for one of us shall be a vote for the HDV. We shall not be separated between Government and Opposition benches: either both of our parties are represented in Government, or neither of us. Furthermore, we shall coordinate politically to enhance our cooperation in a Kontaktrat, which shall advise us how to fill in this new-found cooperation.

Today, we have resolved this, so that we can be an audible voice for our beliefs in an increasingly complicated party system. Together, we can make the 30th Century the Century of Hosian Democracy in Hulstria.
