The Democratic Socialist Party of Rutania (DSPR)

Rutania's oldest continuously-existing political party. Founded in November 3948 as a broad alliance of socialists and social democrats dedicated to the peaceful advancement of socialism through democratic means. Committed to the nationalisation of key industries, the redistribution of income and wealth, workplace democracy and workers' rights.

Programme
-----------------

In each electoral cycle, or sometimes in each year, the party puts forward three programmes as follows, even if in opposition at the time.

The Minimum Programme consists of a set of reforms achievable within the context of a capitalist society, such as a minimum wage, a limited role for the state in strategic industries, increased spending on healthcare and education, and collective bargaining rights for workers. These demands are put before the house of representatives in the form of a bill, and have often passed into law with the support of other socialist, social democratic, and sometimes liberal parties.

The Maximum Programme is a blueprint for the final establishment of a socialist state in Rutania with all power in the hands of the working classes, fully democratic ownership and control of industry through the state and Democratic Workers' Councils, and the abolition of private industry. This is revised slightly in each DSPR manifesto. Since these demands are beyond what the capitalist classes and parties are willing to concede, they are long term aspirations.

The Transitional Programme is a set of demands more radical than those of the Minimum Programme, aimed at increasing the power, consciousness and solidarity of the workers at the expense of the owners and bosses, and therefore paving the way for the introduction of the Maximum Programme and the victory of socialism. Transitional demands include greater democratisation of industry and state ownership of the commanding heights of the economy. The Transitional Programme is introduced when the Minimum Programme has been achieved, or sometimes concurrently with it, and has been passed on several occasions with the support of other socialist and social democratic parties, only for its measures to be mostly reversed by subsequent reactionary governments.

Coalition and Electoral Pact Policy
--------------------------------------------------

The Party's policy on forming coalitions and electoral pacts (e.g. in Presidential elections) varies according to prevailing circumstances. The party's preferred aim is to campaign for a United Front of socialist and social democratic parties which can further the cause of socialism. In times of weakness for the Left, however, it campaigns for a broader Popular Front including liberal and centrist parties in an effort to defend existing gains and oppose reactionary forces.

Party Organisation
---------------------------

The DSPR is comprised of several divisions, one federal: the Democratic Socialist Party of Rutania (DSPR), and five at state level:

The Democratic Socialist Party of Ardinia (DSPA)
The Democratic Socialist Party of Bozarland (DSPB)
The Democratic Socialist Party of Delvar (DSPD)
The Democratic Socialist Party of Khodor (DSPKh)
The Democratic Socialist Party of Kragusrov (DSPKr)

The party is governed by the National Executive Committee (NEC), and the national leader of the Party is the Chair of the NEC. This structure is replicated at both regional and local levels, so that each regional party is governed by a Regional Executive Committee (REC) headed by a regional Chair, and the regional divisions are each subdivided into 50 Local Democratic Socialist Party (LDSP) organisations, each governed by a Local Executive Committee (LEC) headed by a local Chair. LSDP areas each cover populations of approximately 400,000 and are continuous (having no enclaves or exclaves between them). An LEC Chair is automatically a member of their REC, and an REC Chair is automatically a member of the NEC.

Each LEC has 40 elected members, including the LEC Chair, and no appointed members. Each REC has 50 elected members (LEC Chairs), of which one is the REC Chair, and no appointed members. The NEC has 6 elected members: the NEC Chair, and the 5 REC Chairs, and 4 members appointed by the NEC Chair.

Party Membership
--------------------------

Party membership is open to all citizens eligible to vote, with the exception of members of rival political parties. Members are usually allocated to LDSP and Regional DSP according to residence, though members may change their allocation with the agreement of the LECs and RECs involved. Members are eligible to stand for election to their LEC, and to vote in elections to their LEC and REC, and to the NEC.

Members of affiliated trade unions may join the party as Trade Union Affliates (TUAs), unless they are also members of rival political parties (with exceptions for members of the Workers Front and Solidarity Rutania, which are permitted). TUAs may vote in LEC, REC, and NEC elections, but may not stand unless they are also Members. Members who are also TUAs do not vote twice.

Citizens under the age of 18 may join the Young Socialist Society, the Party's youth wing, and those in full-time education may join the Socialist Student Society, the Party's student organisation.

Paramilitary Wing
--------------------------

The DSPR maintains a paramilitary wing, the Red Front. This is a volunteer force with around 15,000 members, equipped and trained for guerilla warfare as a last resort against reactionary forces.
