Alliance of Terran Republics

ALLIANCE OF TERRAN REPUBLICS
The signing nations, in search for stability, democracy and freedom, strongly advocating and ensuring human rights and willing to collaborate for a safer and juster Terra by promoting republican values, hereby agree on the following treaty:

Art 1. MEMBERSHIP
1. All signatory states are required to be a democratic republic which grants all people within its legislation human rights.
2. The state's political system shall be democratic, transparent and open to all citizens. Its head of state with full powers and hence not being any representative of a monarch, shall be elected in free elections, with all citizens having equal suffrage.
3. The signatory states are encouraged to work together and cooperate beyond the means of this treaty.

Art 2. DEFENCE
1. The signatory states convene to help each other in any case of military aggression from outside in all possible ways, as this is also known as a Mutual Defence Pact between all signatory-members.
2. They hereby found the "Alliance of Terran Republics". No signatory state shall attack another one, also known as a Non-Aggression Pact between all signatory-members
3. If a signatory state provokes a war or is commonly found to be the aggressor of such, the commitment for aid from other signatory states is not mandatory.
4. A signatory state shall also try to not sell arms to known adversaries of any other signatory state, or the Alliance as a whole.

Art 3. TRADE
1. The signatory states shall open their markets for each other. No tariffs shall be raised on goods being imported or exported from one signatory to another.
2. Reiterating 1.1, the signatory states are encouraged to widen economic cooperation by bi- or multilateral trade agreements.
3. The signatory states shall reduce their trade with monarchist nations to a minimum and always prefer trade with republics.

Art 4. BORDERS
1. All signatory states shall enjoy sovereignty within their borders and on their domestic affairs.
2. All signatory states shall commit themselves to freedom of movement for their citizens and citizens of other signatory states.

Art. 5 FOREIGN AFFAIRS
1. The signatory states shall collaborate on foreign policy whenever possibly, to try to reach one common goal.
2. To ensure cooperation and to reach a consensus, the signatory states shall communicate and express their views within the Alliance's institutions.

Art 6. ALLIANCE COMMISSION
1. By this treaty, the the Alliance Commission shall be established, and will act as the executive advisory board of the Alliance of Terran Republic
2. The Alliance Commission shall consist of one delegate from each signatory state's government, each having the same number of votes.
3. The Alliance Commission's duties are the representation of the signatory states within the Alliance of Terran Republic, its concerns, opinions and strategies on global and foreign politics, and to provide diplomatic advices.
4. The Alliance Commission shall also discuss and react on diplomatic events worldwide.
5. The Alliance Commission, by approval of the majority of its delegates, can declare any statement and can suggest strategic diplomatic advice concerning foreign policy.

Art. 7 COMMISSIONER GENERAL OF THE ALLIANCE COMMISSION
1. The Commissioner General shall be elected for terms of 6 years.
2. Any signatory-member states could nominate a candidate for the Commissioner General of the Alliance Commission
3. The Commissioner General is the chairman of the Alliance Commission, and as such shall set the agenda and convene the Alliance Commission when needed, or by request of the Commissioner General.
4, The Commissioner General can be voted out by 2/3rd of the Commission

Art 8 PRESIDENT
1. The President shall be elected for a term of 6 years
2. The President is the symbolic administrative representative of the Alliance of Terran Republics, and as such shall represent the Alliance of Terran Republics in meetings, conferences or discussion and negotiations with other nations and organisations.
3. The President, together with the Commissioner General of the Alliance Commission, and the Secretary Councilor of the Council of Republics, shall be the administrative body of the Alliance of Terran Republics
4.The President can be voted out of office by a vote of no confidence being supported by at least 2/3 of the delegates of the Council of Nations and 3/4 of the Alliance Commission.
5. In the case of 10 or less members within the Commission at any given time, or 5 or less members in the Council the administrative body shall consist of only the President
6. If the above-minimums are not met, the President shall chair both the Commission and the Council.

Art 9 ADDENDUM
1. The Council of Republics shall be an opt-in addendum for nations willing of closer cooperation between signatory-member states, and member-signatory states of this document are not required to adopt the Addendum.
2. The Secretary Councilor shall be the chairman of the Council of Republics, if the previous conditions are met.
3. The Addendum shall be a separate document for signatory-member states to ratify and adopt
4. It will include one common foreign policy between signatory states.

Art 10. RATIFICATION
1. The signatory states need to ratify this treaty according to their legislative procedure.
2. If a signatory state violates this treaty, its membership in the Alliance of Terran Republic shall be terminated instantly and its delegate in the Alliance Commissions and/or the Council of Republics shall be cancelled.
3. Ratifying and adopting this treaty shall make this national law, and all previous diplomatic documents of any kind that contradicts this treaty, this treaty shall take precedent, and as such, member-states are encouraged to withdraw from such documents.
4. There shall also be an organisation for parties for the promotion of republicanism, and the Alliance, regardless if their respective nation has ratified the treaty or not.
