International University

This treaty calls for the establishment of an International University, meant to foster international cooperation, goodwill, and understanding.

Article 1: Organizational Structure
A. The International University shall be governed by a Board of Regents, consisting of one regent appointed by the government of each participating nation. They shall convene for quarterly meetings, each lasting a minimum of one month, at the flagship campus.
B. Each nation participating in this treaty shall host and fund a campus of the International University in their capitol city.
C. The flagship campus shall be designated as the campus in the capitol of the first nation to ratify this treaty. The Board of Regents may select a new flagship campus at any time, subject to 3/4 approval of the Board.
D. Any teacher at any campus will be subject to immediate dismissal by the Board of Regents.

Article 2: Responsibilities of Participating Nations
A. Each nation hosting a campus of the International University must devote a reasonable amount of money, land, and properly qualified staff to the establishment and maintenance of their campus.
B. In addition to normal operating funds, each nation must provide travel stipends to students, at a level sufficient to allow the students to complete the foreign study component of degree requirements.
B. Each nation, upon withdrawal from this treaty, must notify the Board of Regents at least one year before shutting down their campus. Failure to do so will be punished with a fine of 50,000 LOD.
C. The International University, although funded by governments, shall not be subject to the whims of the host government. Students seeking to travel to a rival nation must be allowed to do so, except in times of war.
D. Each nation must seek to make their campus accessible. Prohibitory costs or entrance requirements may be judged by the Board of Regents and replaced with policies more fitting to the nation's situation.

Article 3: Curriculum and Degree Requirements
A. Each campus shall craft its own curriculum, degree catalog, and grading policies, which shall conform to standards set by the Board of Regents.
B. Each campus must offer a full course up to an advanced level for all official languages of other participating nations, and must offer comprehensive coverage of the society and culture of all other participating nations.
C. All students must be required to satisfy the following conditions in order to complete a degree program:
a. Attend the International University for a minimum of eight semesters (four years).
b. Study for a period of anywhere from two semesters (one year) to a maximum of six semesters (three years) at a campus in any nation besides the one in which they permanently reside.
c. Achieve fluency in an official language of at least one other participatory nation. The language chosen may not be one that the student was fluent in before attending the University.
d. Must complete the curriculum of their home campus with satisfactory grades.
