Terran Football Federation (World Championship)

Article One: Foundation
Upon the ratification of this treaty by a combination of continental federations (hereafter known as confederations) or individual nations representing between them 16 nations or more;

The Terran Football Federation shall by this treaty be founded.

Article Two: Ratification and Affiliation by Confederations and Membership
1. A continental federation shall ratify this treaty and affiliate to the Terran Football Federation (TFF) when a majority of its membership ratify this treaty individually. Similarly, a confederation shall disaffiliate when a majority of its membership have not ratified to this treaty individually, or have revoked their ratification.

2a The TFF shall recognise only nations that fall within the geographical area mandated by a confederation's own treaty, and who have ratified that treaty, to be members of that confederation.
2b Nations may only be recognised as members of one confederation. Where a nation has ratified two or more treaties concerning their area, it shall be the treaty they have ratified most recently that they shall be recognised to have ratified.
2c. Treaties that pursue the organisation of a continental championship (such as the Majatran Cup) shall be considered as confederational treaties.

3. All members of affiliated confederations shall be members of the TFF.

4. All ratifiers of this treaty who are not members of an affiliated confederation shall be direct members of the TFF, and members of the TFF Direct Members' Confederation (DMC), which shall also be established by this treaty (and its activities confined solely to those outlined in this treaty).

Article Three: TFF World Championship
1. Once established, the TFF shall organise a tournament once every 10 years for national teams, the winners of which will be declared the TFF World Champions. The tournament shall be known as the TFF World Championship (TFFWC). To differentiate it from sanctioned qualification stages, the tournament may be known as the TFF World Championship Finals (TFFWCF).

2. The number of teams entering the TFFWCF shall be at first 16, though this number may change by vote (see procedures below).

3. Places in the TFFWCF shall be apportioned among the affiliated confederations and the DMC.
3a. For the first TFFWC, places will be allocated equally among these confederations.
3b. In subsequent TFFWCs, all but 8 of the places will be allocated equally among these confederations, with the remaining 8 being allocated to confederations based on the number of teams from those confederations who have reached the knockout stages in the last three tournaments.

4a. Affiliated confederations shall determine their own qualifying procedures, which may include dedicated qualification stages or the automatic qualification of the more successful teams in continental championships, or a mixture of both. Where confederations have not made a determination, TFF shall determine which nations from that confederation shall be awarded places in the TFFWCF.
4b. The TFF shall organise dedicated qualifying stage for the DMC.
4c. The Tournament hosts and reigning TFF World Champions will qualify automatically for the TFFWCF, taking one of the places allocated to their confederation.

5. The scoring in the TFFWCF and all qualifying stages shall be determined randomly, and fairly. In group stage matches, a win will earn a team 3 points, a draw 1, and a loss nothing.

6. The format of the TFFWCF shall include a group stage, followed by a series of 1-legged knockout stages.

7. Teams may be seeded for the TFFWC based on their performances in recent TFFWCs and continental championships.

8. The TFFWCF may be hosted only by nations who have ratified this treaty, and shall be hosted by those nations in order of their ratification of this treaty.

9. The TFFWCF shall be organised and "scored" on the particracy forums by an organising volunteer. The founder, or incumbent organising volunteer, shall do this. Someone else may volunteer when the incumbent fails to do so.

Article Four: TFF World Club Championship

1. The TFF may organise a tournament every 10 years, for club teams, the winners of which will be declared the World Club Champions. The size and structures of the tournament will be decided on an adhoc basis, or by a vote.

Article Five: Voting

1. The terms of this treaty may be changed by majority vote of the membership. Such votes may take place on the particracy forums only.
