| This Pact is open to all Nations whose shores are washed by the Anantanese Ocean (referred to below as "Eligible States"), specifically: United Republic of Kalistan Confederația Noului Endralon, Kizenia și Kuzakiului [New Endralon / Kizenia] 2nd Great Democratic Republic of Lodamun Baltusia Federal Union of Gaduridos Grand Duchy of Vorona/Marele Ducat al Voronei La République Socialiste Populaire Lourennais (People's Socialist Republic of Lourenne) Karaliste Dolgarijas (Kingdom of Dolgaria) República de Egelion (Republic of Egelion) All members of this Pact shall be referred to as "Signatory States" below. The founding Members of this Agreement shall be United Republic of Kalistan and Confederația Noului Endralon, Kizenia și Kuzakiului Article 1: Security 1. All signatory States shall commit to peaceful relations with one another. 2. No signatory state, while remaining a signatory, shall advance troops across the borders of any other signatory state, unless specifically and explicitly requested, invoking the language of this Article and Clause. 3. No signatory state is obliged to intervene on behalf of any other signatory state in their own conflicts and wars, unless some other agreement exists which requires such intervention. The founding principle of this pact shall be neutrality in the Region. 4. Signatory States may, at their option, open a neutral international sea/air port for the purpose of refuel and resupply, which will be made available to all Signatory States. The base should be accessible from the Anatanese Ocean. If a signatory state opts not to open such a base, there is no requirement that they maintain such facilities. 5. The Anantanese Ocean shall be declared "Open Waters" under the Law of the Sea to all signatory states. The Signatory States of this Pact possess the option to close the entire ocean to naval movements of any non-Signatory State by a majority vote of representatives of the Signatory Governments, other treaties notwithstanding. 6. Signatory states may issue letters of marque to privateer fleets at need, but all signatory states agree that shipping from signatory states shall be immune to targeting by privateer fleets and operators. 7. All security arrangements concluded out outside of this pact between signatory states shall not be excluded by this agreement. Article 2: Free Trade 1. The primary mode of operation in economic affairs is "Open Trade" between all signatory states. 2. Each Signatory state will decrease trade and commerce barriers, tariffs and other import taxes for trade and commerce between signatory states. Each Signatory nation may retain all other barriers against non-Signatory States as it pleases. 3. Investment is specifically excluded from this Article. 4. Signatory States agree to offer preferential trade terms to other signatory states of all national production. Preference can include special shipping arrangements or wholesale pricing. 5. Signatory States should endeavor to reduce competition between their own national industries, to approximate comparative advantage and efficient trade, for the benefit of all signatory state. 6. All trade agreements concluded out outside of this pact between signatory states shall not be excluded by this agreement. Article 3: Cultural Exchange 1. All signatory States will make reasonable efforts to promote cultural exchange between themselves. 2. Signatory States will encourage cultural exchange by regularly hosting cultural expositions and inviting other signatory states to participate. 3. When this treaty has more than one signatory, Kalistan will agree to host a Anantanese Ocean Fair every ten years in Ananto, Kalistan, for the purpose of inviting all signatory states to share cultural, artistic, technological and sports achievements. The Fair will last for a month in the middle of summer and all signatory states will be free to enter whatever exhibits they like to showcase the highlights of their nation's culture. 4. All signatory states agree to permit students from other signatory nations to attend their national universities at the same rates that their own student's pay, minus room and board, the goal being to provide students from the region an inexpensive international educational experience. Article 4: Other 1. All signatory states will agree to consult with one another on regional matters which would interest all. Though not required, unilateral actions should be taken after informing other signatory states, and giving them an opportunity to comment in support of their own national interests. 2. All signatory states remain free to ally themselves with other states outside of the bloc, but not for the purpose of reducing the integrity of this agreement. 3. All signatory states are welcomed to send representatives to all regional summits called by any signatory state. 4. Nothing in this agreement shall be construed to supersede other arrangements of individual signatory states, but if those other agreements make it impossible for a state to sign this treaty as concluded, we ask that signatory states resolve the conflict internally before fully committing to this Pact. 5. This pact will enter into force immediately upon the signature of the two founding Members, United Republic of Kalistan and the Confederația Noului Endralon, Kizenia și Kuzakiului, and shall remain in force as long as more than one eligible state continues to support it. 6. States which are outside the Eligible State list may sign on to the Agreement as associate members, but their participation incurs no obligation on Eligible nations. Additionally, the Interests of eligible states will take precedence over the interest of non-eligible state, especially with regard to the security clauses of this Treaty, in all instances. |
