Hutorian - Rutanian Treaty of Friendship and Cooperation

| THIS TREATY AFFIRMS THE CLOSE RELATIONSHIP BETWEEN THE NATIONS OF HUTORI AND RUTANIA AND HEREBY STATES THE FOLLOWING 1.) The Federal Republic of Hutori and it's successor States, and the Republic of Rutania, and it's successor States, will keep an Embassy in their respective cities of Bekenial and Vanderburg along with up to 5 Consulates throughout their respective nations to ensure a steady dialogue between the two nations and to ensure smooth diplomatic relations. 2.) Hutori, and it's successor States and Rutania, and it's successor States, will have the option to lease land on the others territories for the purpose of creating military bases. The details of these leases, including Length, occupancy, location and payment should be negotiated between the nations Ministries of Foreign Affairs and Defence and affirmed by their respective nations National Legislatures. 2.1.) Hutori, and it's successor States, will continue operating McCarthy Naval Base as per the original Rutanian - Hutori Treaty of Diplomatic Engagement. The lease on McCarthy Naval Base will continue until it's cease by the Rutanian Government, with no less then 8 Months of warning it will be cancelled. 3. Hutori, and it's successor States, and Rutania, and it's successor States, agree to a state of Non-Aggression between the two and will not directly or indirectly target the other during times of war. 4. Hutorian and Rutanian citizens will be able to apply for Unlimited Special Entry Visas to allow citizens from both nations the right of free Passage of movement between the two nations to help signify their special relationship. 5. This Treaty can be reexamined by either Party every 25 years. ================================= ORIGINAL TREATY Rutania agrees to the following: 1. To lease land to the Federal Republic of Hutori in the capital city of Vanderburg. The purpose of which is the construction of a Hutorian embassy in which to further Hutorian-Rutanian diplomatic ties. 2. To lease land to the Federal Republic of Hutori near the city of Port Seaborg. The purpose of which is the construction of a Hutorian Naval Base to be hence referred to as McCarthy Naval Base. The base is to be staffed by a portion of the Hutorian Tenth Fleet which will include but not be limited to a Bekenial Class Aircraft Carrier and a contingent of the Hutorian Navy SPECTREs. 3. That in the event of an invasion of Hutorian soil by a foreign entity that the Rutanian Naval Base will act in defense of Hutori. If aggressive action was taken by Hutori prior to an invasion the Rutanian Naval Base will not be required to take part in Hutori's defense unless otherwise stated by the Commonwealth of Rutania. In return the Federal Republic of Hutori agrees to the following: 1. To lease land to the Commonwealth of Rutania in the capital city of Bekenial. The purpose of which is the construction of a Rutanian embassy in which to further Hutorian-Rutanian diplomatic ties. 2. To lease land to the Commonwealth of Rutania near the city of St. Adrian. The purpose of which is the construction of a Rutanian Naval Base. The base is to be staffed by a portion of a Rutanian Fleet, aircraft and other support craft. 3. That in the event of an invasion of Rutanian soil by a foreign entity that the McCarthy Naval Base will act in defense of Rutania. If aggressive action was taken by Rutania prior to an invasion McCarthy Naval Base will not be required to take part in Rutania's defense unless otherwise stated by the Federal Republic of Hutori. Both nations agree that: 1. A period of 25 years is to be the allotted time for the lease of the military base. After which the lease must be renegotiated. 2. That the lease of the embassies are to be indefinite. However, either party may institute a withdrawal of the embassies at any given time. 3. That a state of diplomatic dialogue, military cooperation and commercial trade will exist between the nations of Hutori and Rutania. 4. That a state of non-aggression shall exist between Rutania and Hutori. |
