War always take its toll from people, regions and/or facilities. Many post-war areas are, sometimes even 10 years later, still not capable of picking up life again due to poverty, violence and corruption. The IPWACO desires to join forces between nations in order to help these post-war areas and establish peacefull and cooperative communities.

PLAN OF ACTION:
The IPWACO follows the following plan of action:
1) Determine which areas are in immeadiate need of humanitarian help;
2) Join forces with local police to eradicate direct danger provided by, for example, gangs and maffia groups;
3) Clean up the area from post-war material, such as hidden land mines and abandoned war vehicles;
4) Set up schools and hospitals and improve the infrastructure to ensure relief organisations can work properly;
5) Improve and work with local businesses to ensure self-sufficiency when relief organisations leave;
6) Maintain close connection between the IPWACO and the communities to oversee development;
7) Discuss issues with local governments to prevent further conflict.

OBLIGATIONS
Nations who join the IPWACO are obliged to help the IPWACO in (one of) the following ways:
- Send human strength to post-war areas (such as volunteers, doctors and teachers)
- Send goods to post-war areas (such as raw materials, building material and medicines)
- Send money to the IPWACO General Fund, which finances the activities of the IPWACO.
- Urge other nations to become member of the IPWACO.

HEADQUARTERS
The IPWACO headquarters will be seated in Thiers-Noel in Lourenne, on the Rue de la Liberté 2400.

MISSION
Together, we can rebuild communities destroyed by war or other conflict. We can help people to pick their lives up again and stabalize regions, in order to maintain peace and promote pacifism all over Terra.

Created by Catherine Leblanc, Minister of Foreign Affairs of Lourenne, commisioned by the Government of the Republic of Lourenne.
