Saridani Covenant on Dual Saridani Citizenships and Nationality

Preamble: this Covenant shall clarify and mutualize Saridani Citizenship and Nationality laws with those of countries where Saridaners live or hold citizenship and nationality

Article I: Definitions
It shall be agreed that nationality is defined by the country in which a person lives and holds residency. Citizenship shall be defined as a governmental state of protection and certain rights and priveliges of citizens as according to the laws of signatories and Saridan, but does not necessarily include all priveliges, rights, and duties afforded to nationals, and could imply certain rights and responsibilities not accorded to nationals. Article II: Citizenship, Nationality, and Saridani-Istalians.
It shall be agreed that their is a special and notable Saridaner community in Istalia, and that in Saridan we will afford these people a unique set of privileges and rights as according to our historical precedent and current diplomatic amity. Saridaner-Istalians, or people with at least 50% Saridaner-Istalian heritage, who can prove a reasonable knowledge of their community, heritage, and Saridan history, living in Istalia shall be afforded both dual-citizenship and special quasi-nationality. Dual Citizenship shall entitle these persons to hold both Saridani and Istalian passports and will allow them to travel visa free and to go through domestic security and customs in transit between both nations. Quasi-Nationality means that these individuals will be afforded the right to claim nationality without the normal waiting period in either nation, instead with a reduced 1 month waiting period to certify residency and involvement in working or civic life in either country. This will be applied automatically, and no tests or further screenings will be necessary, and the normal naturalization process will be waived. Additionally, these individuals will not be subject to property tax rates and other taxes normally levied on foreigners in either nation, and shall pay domestic rates in either nation.

Article III: Citizenship and Nationality for Duntrekkers and Iftgoeroons Abroad
People who can determine that at least 75% of their heritage is Iftgoeroon or Duntrekker, and can connect their family history through reasonable means to the Trek, and certify connections to Ameliorate Settlers in early Saridan, or the Iftgoeroon diasporas during apartheid periods can hold citizenship, apply for passports, and hold quasi-nationality. Quasi-nationality in these cases is only necessarilly guaranteed in Saridan. This applies to people living in Dorvik, Dundorf, Aldegar, and Mordusia.

Article IV: Dual Citizenship for Other Countries
Dual Citizenship can be afforded to those who live in countries permitting it. Dual-Citizenship can be afforded to individuals if at least 6 parental relations (grandparents, etc) were Saridaner nationals before 4000 and proof can be made of involvement or identification with Duntrekker or Iftgoeroon communities in their country of nationality. It is automatically granted to individuals who can prove that at least one parent, or a grandparent, or spouse, was or is a Saridan citizen and national. These people shall be qualified for Saridani passports and other citizen priveliges.

Article V: Ratification and Withdrawal
Nations which ratify this shall abide by all mutual citizenship and nationality duties provided within, and agree to its conditions. Quasi-nationality can not be removed by the nation of which individuals are currently residing, even if withdrawal is successful. All those who apply for citizenships before a withdrawal act is ratified are still to be guaranteed the completion of their applications in an unbiased and lawful manner in keeping with this Covenant.
