| The Governments of the Seleyan Countries, convinced that the pursuit of a stable peace between nations based on justice and international co-operation is vital for the preservation of the multicultural heritage of seleyan nations, devoting their efforts to preserve the history, heritage, multicultural character of the seleyan continent as well as political variety, liberty, rule of law and human rights, acknowleding that the preservation of this ideal and ensuring the safey of future generations may ony be achieved by international unity and transparent relations, have decided to establish a Council of Seleya with one imperative goal to preserve the heritage of Seleya, and propose the following Statute to be ratified by the nations' legislative bodies: Article 1. The aim of the Council of Seleya is to improve multilateral relations betwen nations on the seleyan continent and to secure the friendly relations between its members as well as preservation of the mutlicultural character of the continent and the historic heritage of Seleya as a whole. Article 2. Membership in the Council of Seleya is entirely volountary and has to be acknowledged by the ratification of this treaty by the natonal legislative body. Article 3. Every member of the Council of Seleya must accept the ideals of the rule of law, human rights and undertake all actions within its powers to secure those imperative values which shall be the most important to all of the Council's members. Article 4. The Headquarters of the Council of Seleya shall be located in Nowogard, the capital city of Valruzia. Article 5. The sole organ of the Council of Seleya shall be the Ministerial Assembly of the Council of Seleya which serves as the assembly of the Council's members. Article 6. Ministerial Assembly shall gather one a year to discuss the most important issues of the seleyan continent and shall issue reports from its sessions which may be used by the national governments to create policies which will ensure the safety and preserve the seleyan heritage. Article 7. The reports shall be passed through with a simple majority of votes in the Ministerial Assembly. Article 8. Each member country shall be entitled a single vote and all votes shall be equal. Article 9. The Government of the Republic of Valruzia shall be the depositary of the official Treaty, and in case of Valruzia's inability to participate in the Council, the country next in alphabetical order becomes the depositary of the official Treaty. |
