Hawu-Lourennais Trade Agreeement

PREAMBLE: The nations of Esinsundu Empire, Hawu Mumenhes, and the Canrillaise State of Lourenne (THE PARTIES) desire to establish a partnership of mutually beneficial exchange of goods and services and hereby agree to the following Treaty to that end.

ARTICLE 1: MARKET ACCESS
The Parties acknowledge and agree that any citizen or corporation may freely transact business within the national borders of the opposite Party. This includes buying and selling goods and services, building and operating factories warehouses plants and stores, contracting employment consulting advisory procurement subcontractor or other business relationships, issuing and trading stocks bonds shares options derivatives and other securities, issuing advertising marketing or other broadcast or publication related to any of the foregoing or following, engaging in all other reasonable and neccesary business practices normally engaged in within the host Party, and establishing and maintaining residency to facilitate any of the foregoing.

ARTICLE 2: LAW

Any citizen or business of either Party engaging in any activites envisioned in ARTICLE 1 shall at all times be governed overseen regulated hosted and treated according to the laws of the host Party and may be sued deposed indicted charged or prosecuted according to the laws and procedures of the host Party provided that the host Party at all times extends to citizens and businesses of the opposite Party the same status requirements allowances and courtesies given to the citizens of the host Party.

ARTICLE 3: VOLUME OF TRADE, IMPLEMENTATION, AND REPORTS

The Parties desire to acheive a total volume of exchange of $100 Billion between them within 100 years of the ratification of this Treaty. To that end, players from either party are allowed, required, and agree to post not less than once every 2 real-life weeks in the Forum Newspaper of the opposite Party Role Play regarding businesses from their country operating in the opposite Party. If either Party fails to maintain the Minimum Role Play Requirement, the opposite Party may continue investing, operating, and doing business in the host Party without limits over and above the $100 Billion target.

ARTICLE 4: TAXES AND TARRIFS

All trasactions conducted under this Treaty shall not be subject to any tax whatsoever regardless of the tax rate levyed on domestic companies in the host Party. However, to incentivize acheivement of the $100 Billion Volume of Trade goal, a General Tariff of 5% shall be levied against the opposite Party if its total trade with the host Party is $10 Billion or less; a General Tariff of 2.5% shall be levied against the opposite Party if its total trade with the host Party is between $10 Billion and $25 Billion; No General Tariff shall be levied against the opposite Party if its total trade with the host Party exceeds $25 Billion. All General Tariffs shall be issued against the opposite Party itself in the name of the its government, not to any individual citizen or business. However, the Parties desire to target growth in the following sectors which will therefore be exempt from any tax, tariff, or fee whatsoever: technology, communications, and finance by Hawu Mumenhes Companies in Lourenne, and naval manufacturing, aircraft manufacturing, and berét manufacturing by Lourenne Companies in Hawu Mumenhes.

ARTICLE 5: LISTING

The Parties acknowledge and agree that all companies operating under this Treaty shall be required to list their shares on the Global Stock Exchange (GSE) within two real life weeks of the GSE's launch. However, all listing fees and investment bank fees shall be waived for all companies operating under this Treaty.

ARTICLE 6: COMPENSATION FOR LOSSES

Any investments under this Treaty are lost due to a nationalization or other state confiscation not ordered by a duly constituted court of law in pursuance of criminal prosecution made by due process of law may be recouped by the agrieved Party by filing a Compensation Request with the Ministry of Foreign Affairs and the Ministry of Trade and Industry of the confiscating Party. The confiscating Party is obligated to compensate all loss of assets, intrinsic value, and good will.

ARTICLE 7: WITHDRAWAL

This Treaty shall remain in effect unless and until any Party withdraws. However, a Party which wishes to withdraw must give 3.5 years notice (1 real-life week) to the opposite Party before withdrawing from the Treaty. Notice should be communicated to the opposite Party's Head of State, Head of Government, and Minister of Foreign Affairs. If proper notice is not given, companies operating in the withdrawing Party may continue operating as if the Treaty remains in force and are not obligated to adhere to any contrary policies.
