| The nation of Keymon, the smallest of the nations of Terra, is a hub for many of the important sea lanes of the world. As a free port and a trading state, Keymon is an important commercial center and remains open to all the nations of the world. Keymon seeks no conquests, only safety. To that end, we encourage all nations to recognize the neutrality of the nation. I) Keymon declares itself to be neutral in all wars, in which Keymon or an ally is not attacked directly, and only seeks enough arms and soldiers to defend itself. II) Keymon, wishing to not threaten any of its neighbors, renounces the use of military force for conquest. III) Other nations ratifying this treaty recognize the neutrality and sovereignty of Keymon and guarantee its safety from their own military forces. IV) No nation signing this treaty is obliged to come to Keymon's defense as a result of this treaty, although separate arrangements guaranteeing Keymon's sovereignty shall remain active unless otherwise stated. V) Keymon remains a free port, open to the people and ships of all warring and peaceful nations. VI) Keymon will only use military force against other nations if they threaten the sovereignty of Keymon VII) Keymon will continue trading with nations both at war and peace VIII) Keymon will continue to allow certain nations, according to military treaties, to establish military bases in its sovereign territory IX) Keymon will continue to allow the establishment of embassies in its sovereign territory X) All signatories hereby agree to all of the articles within this treaty |
