Istalian-Solentian Treaty of Friendship, Cooperation and Economic Development

This treaty was drafted in December 4560 by the Alleanza Nazionale.

This agreement is signed between the countries Istalia and Solentia and must be ratified by their respective Legislative branch.

* Justice and Civil Issues

** Agreement of reciprocal extradition

The signatory countries are forced to extradite nationals or foreigners residing in their respective sovereign territories at the request of an authorized judge. If the accused is sentenced (or close to sentencing) to the capital punishment or with cruel or inhumane treatment, the country will have the right to protect the security of the person.

** Elimination of visa

Citizens of the contracting parties only require a visa to work in the other contracting party's nation unless the contracting party decides this is not neccessary and shall be left up to the contracting parties to decide. Visiting, vacations and other movement that does not involve working in the specific nation with the exception of work related visits shall be allowed without a visa.

** Discrimination prevention clause.

The signatory countries will not discriminate against the citizens of the other country signatory for ethnic, religious or political reasons or any other issue of a personal or public nature.

The registration requirement on these personal matters is eliminated for the citizens of the other country.

If there is one already registered, it will be removed from the database at the request of the person concerned.

This point will be independent of the national legislation, with the except for the citizens of the another signatory country in question.

* Scientific and educational cooperation

** The signatory Parties will commit to providing grants for university students exchanges of the other party, promoting Masters, doctorates, internships, practical experiences and training within universities, laboratories and domestic institutes.

** The signatory parties will commit to promoting science and research, through the Terran Society for the promotion of science (or a national agency of science and technology), affiliating and sponsoring local research centers, generating projects in common, exchanges of bibliographic-didactic material and research works between both

* Economic and investment agreements

** The signatory parties undertakes to inform to other party about the account of individuals, organizations or companies from this country in domestic banks. This information will be automatic and will not require further paperwork.

** Both countries agree not to expropriate, close, liquidate transnational companies (based in the other signatory country) for a minimum of 10 years since the original investment, or expansion about 15% and to avoid these practices with these companies.

Any dispute over eminent domain will be resolved at the Terran International Bank, the Finance and Economics Council of the North Council Treaty.

** Each Party shall accord to investors of the other Party, and to covered investments, non-discriminatory treatment with respect to measures it adopts or maintains relating to losses suffered by investments in its territory owing to armed conflict or civil strife or legislation which violates the principles of equal competition

** Each Party shall permit all transfers relating to a covered investment to be made freely, and without delay, into and out of its territory. Such transfers include:
contributions to capital;
profits, dividends, interest, capital gains, royalty payments, management fees, technical assistance and other fees, returns in kind and other amounts derived from the investment;
proceeds from the sale of all or any part of the covered investment or from the partial or complete liquidation of the covered investment;
payments made under a contract entered into by the investor, or the covered investment, including payments made pursuant to a loan agreement;

** Each Party shall accord to investors of the other Party treatment no less favourable than that it accords to its own investors, in like circumstances, with respect to the establishment, acquisition, expansion, management, conduct, operation and sale or other disposition of financial institutions and investments in financial institutions in its territory.

** Each Party shall allow investors and entrepreneurs of the other Party to establish or expand a business within the other party's territory under the same treatment of its own investors and entrepreneurs.

* Military agreements

** Both signatory countries are committed to helping each other in the face of external enemies and resolving their differences in international forums.

** Under this agreement, the parties allow the free transit of the troops of both countries. This military agreement guarantees the sovereignty of the both countries. In order to promote defensive cooperation between the parties, a join military base will be installed on the common border between Solentia and Istalia where to concentrate common and joint efforts for technological development and operative defensive coordination.

** A Joint Eastern Majatran Aero Space Command will be established to establish a common defensive system to better coordinate the common response for any treath which could menace one or both the parties.

** The parties declare the sovereignty of the other party to be inviolable and will take no action or back others who seek to undermine the legitimacy of the sovereignty of the other nation.

** Signing this treaty Solentia is committed in never cut off Istalia from the rest of Majatra avoiding to establish any form of ground blockade of their common border.

* Bilateral trade agreements

** A Party may not increase an existing customs duty, or adopt a customs duty, on an originating good.

** A Party may not adopt or maintain a prohibition or restriction on the importation of a good of the other Party or on the exportation or sale for export of a good destined for the territory of the other Party.

** A Party may not adopt a tax or tariff on electronic purchases made between the each party.

** Each Party shall publish or otherwise make available, including electronically, its legislation, judicial decisions and administrative policies relating to import or export requirements.

** Both Parties agree to promote trade and establish joint institutional mechanisms which will aid the development and ease of bilateral trade and dispute settlement.

* Ratification

** As long as both Parties are signatories to this agreement, it shall be considered valid and in effect.

** If any party want to withdraw from this treaty they will have to send a notification 6 months prior of the withdrawal.
