| Charter of the Artanian League Section 1 - Administration of the Artanian League (a) The Artanian League is hereby created for a mutually prosperous, stable and sovereign Artania. The Artanian League shall not infringe on the sovereignty of its member states; (b) A "Member State" is defined as an Artanian nation who ratifies and is in compliance with the Charter of the Artanian League; (c) "Observer" status may be given to international organizations who wish to partner with the Artanian League in matters that are considered advantageous and mutually prosperous and provide for a stable and sovereign Artania; (d) A "Member State" may be suspended or removed by 2/3 majority vote of the Supreme Artanian Council; (e) A "Member State" is required to pay a 2% membership fee from their national budget (foreign affairs) to the management and maintenance of the Artanian League; (f) A "Member State" may vote to leave the Artanian League if they approve a withdrawal from the Charter of the Artanian League with a 2/3 majority vote of their national legislature. Section 2 - Operation of the Artanian League (a) The Artanian League will be lead by the "Secretary-General of the Artanian League" which will be a rotating position from member states. The rotation of the Secretary-General position will start upon the first ratification of the Artanian League and then will rotate in order of ratification of the treaty every five (5) years; (b) The Secretary-General of the Artanian League will sit at the head of the Supreme Artanian Council, the Supreme Artanian Council will meet annually in October at a location to be determined by the previous session of the Supreme Artanian Council; (c) The Supreme Artanian Council will be comprised of heads of state and/or heads of government from respective "Member States"; (d) The Artanian League will be headquarters out of the former Artanian Union headquarters located in Schrudehofen, Greater Kordusia, Dorvik; (e) The Supreme Artanian Council will have the authority to create, disband, combine and organize any agencies, organs, organizations, services, financial activities of the Artanian League with a majority vote of the Artanian League. Section 3 - Amendments to the Charter of the Artanian League (1) Amendments to the Charter of the Artanian League will require 2/3 majority vote of all active (not suspended) "member states"; (2) Amendments to the Charter of the Artanian League will be kept by the Supreme Artanian Council (OOC: https://docs.google.com/document/d/1g5US_4KJBRburkok2sZofzTK26v_jvLvImQBNpuaZaM/edit?usp=sharing). |
