๐๐ง๐ญ๐ซ๐จ๐๐ฎ๐๐ญ๐ข๐จ๐ง The Government of the Kingdom of Kazulia and the Government of the Peopleโs Democratic Republic of Kyoseon, in recognising the mandate limits as established underneath the Treaty of Rodshyadam (https://bit.ly/2EiZwQk), agree to declare the following principles: ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐ The Government of the Peopleโs Democratic Republic of Kyoseon declares that the recovery of the provinces of Eljang and Reunii is the united wish of the people of Kyoseon and that sovereignty over Eljang and Reunii by the Government of the Peopleโs Democratic Republic of Kyoseon will resume on 3rd September, 4681. ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐ The Government of the Kingdom of Kazulia shall relinquish control and restore sovereignty of Eljang and Reunii to the Government of the Peopleโs Democratic Republic of Kyoseon. ๐๐ซ๐ญ๐ข๐๐ฅ๐ ๐ The Government of the Peopleโs Democratic Republic of Kyoseon and the Government of the Kingdom of Kazulia both agreed to the following policies on the future of Eljang and Reunii and its relationship with the Peopleโs Democratic Republic of Kyoseon. ๐(๐): In taking to account Eljang and Reuniiโs recent history and its current realities, the Free Provinces of Eljang and Reunii shall be established. 3(b) The Free Provinces of Eljang and Reunii shall be underneath the direct governance and control of the Government of the Peopleโs Democratic Republic of Kyoseon and shall enjoy a high degree of autonomy except on foreign and defence affairs, which shall be solely the task of the central government. 3(c) The Government of Eljang and Reunii shall be comprised of local inhabitants with the Governor appointed via a local government election. Kazulian and other foreign nationals may also be employed to serve as advisers or hold public posts in government departments of the Free Provinces of Eljang and Reunii. 3(d) The current social and economic systems in Eljang and Reunii will remain unchanged, and so will the life-style. Rights and freedoms, including those of the person, of speech, of the press, of assembly, of association, of travel, of movement, of correspondence, of strike, of choice of occupation, of academic research and of religious belief will be ensured by law in the the Free Provinces of Eljang and Reunii. Private property, ownership of enterprises, legitimate right of inheritance and foreign investment will be protected by law in a similar fashion. 3(e) The Free Provinces of Eljang and Reunii will retain the status of an international financial centre, and its markets for foreign exchange, gold, securities and futures will continue. There will be free flow of capital. The Eljang and Reunii Won, Eljang and Reuniiโs official currency, will continue to circulate and remain freely convertible. 3(f) The Free Provinces of Eljang and Reunii will have independent finances with the Government of the Peopleโs Democratic Republic of Kyoseon leveling no taxes on the Free Provinces of Eljang and Reunii. 3(g) The Free Provinces of Eljang and Reunii henceforth reserves the right to establish mutually beneficial economic relations with the Kingdom of Kazulia and other countries. 3(h) The maintenance of public order in the Free Provinces of Eljang and Reunii will be the responsibility of the Government of the Free Provinces of Eljang and Reunii. 3(i) The Free Provinces of Eljang and Reunii shall maintain their current immigration arrangement with the Kingdom of Kazulia whereby citizens of the free provinces shall be granted free, unfettered entry into the Kingdom of Kazulia should they possess their Eljang and Reunii passport. Citizens holding this passport shall be recognised as citizens of the Kingdom of Kazulia and can renew said documentation upon its expiration. 3(j) A Common Travel Area shall be established between the Free Provinces of Eljang and Reunii and the Peopleโs Democratic Republic of Kyoseon underneath the following principles: 3(j)i: Kyoseon nationals shall be recognised as holding a special status in Eljang and Reunii law which is separate to and the laws of the Peopleโs Democratic Republic of Kyoseon. Underneath this Common Travel Area, the People Democratic Republic of Kyoseon is not considered to be a โforeign countryโ for the purpose of Eljang and Reunii laws, and Kyoseon-born citizens are not considered to be immigrants. Kyoseon citizens shall be treated as if they have permanent immigration permission to remain in Eljang and Reunii from the date they take up โordinary residenceโ in the free provinces. 3(j)ii: Citizens born in Eljang and Reunii shall enjoy similar rights to enter Kyoseon without border control checks, visas or passport verification checks (as granted to Kyoseon-born citizens underneath this Common Travel Area). ๐๐ง๐ง๐๐ฑ ๐ ๐ณ๐๐๐๐ ๐บ๐๐๐๐๐ ๐๐๐ ๐ข๐ฌ๐ฅ๐๐ญ๐ข๐ฏ๐ ๐ฉ๐จ๐ฐ๐๐ซ The legislative power of the Free Provinces of Eljang and Reunii shall be vested in the legislature of the Free Provinces of Eljang and Reunii. The legislature may on its own authority enact laws in accordance with the provisions of the Basic Law and legal procedures, and report them to the Supreme Soviet of People's Power and its successors for the record. Laws enacted by the legislature which are in accordance with the Basic Law and legal procedures shall be regarded as valid. ๐๐๐ฐ๐ฌ ๐จ๐ ๐ญ๐ก๐ ๐ ๐ซ๐๐ ๐๐ซ๐จ๐ฏ๐ข๐ง๐๐๐ฌ The laws of the Free Provinces of Eljang and Reunii shall be the Basic Law, and the laws previously in force in Eljang and Reunii and laws enacted by the Free Provinces of Eljang and Reunii legislature as mentioned prior. ๐ฑ๐๐ ๐๐๐๐๐ ๐บ๐๐๐๐๐ ๐๐ฎ๐๐ข๐๐ข๐๐ฅ ๐ฉ๐จ๐ฐ๐๐ซ Judicial power in the Free Provinces of Eljang and Reunii shall be vested in the courts of the Free Provinces of Eljang and Reunii. The courts shall exercise judicial power independently and free from any interference. Members of the judiciary shall be immune from legal action in respect of their judicial functions. The courts shall decide cases in accordance with the laws of the Free Provinces of Eljang and Reunii and may refer to precedents in other common law jurisdictions. ๐๐จ๐ฐ๐๐ซ ๐จ๐ ๐๐ฉ๐ฉ๐๐๐ฅ The power of appeal of the Free Provinces of Eljang and Reunii shall be vested in the court of final appeal in the Free Provinces of Eljang and Reunii, which may invite judges from other common law jurisdictions to sit on the court of final appeal. ๐๐ข๐ ๐ก๐ญ ๐ญ๐จ ๐๐ฉ๐ฉ๐จ๐ข๐ง๐ญ ๐๐ง๐ ๐๐๐ฆ๐จ๐ฏ๐ ๐๐ฎ๐๐ ๐๐ฌ The Right to appoint and remove judges from their posts shall be vested in the Governor of Eljang and Reunii. The Peopleโs Democratic Republic of Kyoseon, in its role as central government shall have no role in the appointment and removal of judges from any judicial post in Eljang and Reunii but shall make special requests to the government of Eljang and Reunii for a judgeโs appointment and/or removal from a judicial position to be reviewed by the Blue Room Commission. ๐๐ซ๐จ๐ฌ๐๐๐ฎ๐ญ๐ข๐จ๐ง ๐๐ง๐ ๐๐ฑ๐ญ๐ซ๐๐๐ข๐ญ๐ข๐จ๐ง The prosecuting authorities of the Free Provinces of Eljang and Reunii shall control and govern over criminal prosecution without interference from any party. Extradition to foreign nations, including Kyoseon shall be strictly prohibited. Should an individual be prosecuted in Eljang and Reunii, he/she shall reserve the right to not be extradited to a foreign nation. ๐ฌ๐๐๐๐๐๐๐ ๐บ๐๐๐๐๐ ๐๐ฐ๐ง๐๐ซ๐ฌ๐ก๐ข๐ฉ ๐จ๐ ๐ฉ๐ซ๐จ๐ฉ๐๐ซ๐ญ๐ฒ The Free Provinces of Eljang and Reunii shall maintain the free market capitalist economic and trade systems previously practised by the Kazulian Administration. The Government of the Free Provinces of Eljang and Reunii shall decide its economic and trade policies without inference. Rights concerning the ownership of property, including those relating to acquisition, use, disposal, inheritance and compensation shall be protected by law and not subject to interference from any entity. ๐ ๐ซ๐๐ ๐๐ซ๐๐๐ The Free Provinces of Eljang and Reunii shall continue its free trade policy, including the free movement of goods and capital. The Free Provinces of Eljang and Reunii shall reserve the right to develop and maintain its own economic and trade relations with all states and supranational entities. ๐ด๐๐๐๐๐๐๐ ๐บ๐๐๐๐๐ ๐๐จ๐ง๐๐ญ๐๐ซ๐ฒ ๐ฉ๐จ๐ฅ๐ข๐๐ข๐๐ฌ The Government of the Free Provinces of Eljang and Reunii shall reserve the right to decide its own monetary and financial policies. It shall safeguard the free operation of financial business and the free flow of capital within, into and out of the Free Provinces of Eljang and Reunii. ๐ป๐๐ ๐ฌ๐๐๐๐๐ ๐๐๐ ๐น๐๐๐๐๐ ๐พ๐๐ The Eljang and Reunii Won, shall continue to circulate and remain freely convertible. The authority to issue the Won shall be vested in the Government of the Free Provinces of Eljang and Reunii and it is henceforth recognised as the official currency of the Free Provinces of Eljang and Reunii. ๐ฉ๐๐๐๐ ๐น๐๐๐๐๐ ๐๐๐ ๐ญ๐๐๐๐ ๐๐๐ ๐๐๐ง๐๐ซ๐๐ฅ The Government of the Free Provinces of Eljang and Reunii shall protect the rights and freedoms of inhabitants and other persons in the Free Provinces of Eljang and Reunii.
