𝗗𝗘𝗖𝗟𝗔𝗥𝗔𝗧𝗜𝗢𝗡 𝗢𝗙 𝗦𝗨𝗣𝗣𝗢𝗥𝗧
By signing this agreement we, the participants in the multi-party negotiations, believe that the agreement we have negotiated offers a truly historic opportunity for a new beginning. The tragedies of the past have left a deep and profoundly regrettable legacy of suffering. Thus, we firmly dedicate ourselves to the achievement of reconciliation, tolerance, and mutual trust, and to the protection and vindication of the human rights of all.

𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝟭: 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁
𝑺𝒆𝒄𝒕𝒊𝒐𝒏 𝑨
The government of North Dovani shall be a federation consisting of three equal states, one encompassing each ethnic group.
(i). The Kyo state will be in the North, known as "Far North Dovani".
(ii). The Huhoa will be in the Southeast, known as "Southeast North Dovani".
(iii). The Keobi will be in the Southwest, known as "Southwest North Dovani."

𝑺𝒆𝒄𝒕𝒊𝒐𝒏 𝑩
Each member state of the federation will fully respect the culture, history, traditions, and ethnicities of each group within their state, but the Kyo, Huhoa, and Keobi nature of each respective state will be maintained

𝑺𝒆𝒄𝒕𝒊𝒐𝒏 𝑪
Each member state will be responsible for all affairs except for foreign policy, defence, and projects, like infrastructure, that requires a level of capital that cannot be covered by an individual state.

𝑺𝒆𝒄𝒕𝒊𝒐𝒏 𝑫
The government of the federation shall consist of a power-sharing arrangement whereby the Kyo, Huhoa, and Keobi are equal.
(i). The functions of the head of state and head of government shall consist of a tripartite council consisting of a representative of the Kyo, Huhoa, and Keobi.
--(a). Each state will decide on its own method of appointment or election.
--(b). The representative of each state must be a Kyo, Huhoa, and Keobi respectively.
(ii). The head of the council will rotate every eight months between the Kyo, Huhoa, and Keobi representatives.
(iii). Decisions of the council must be made by consensus unless decided by the legislature.

𝑺𝒆𝒄𝒕𝒊𝒐𝒏 𝑬
The legislature shall consist of two chambers with equal powers.
(i). The upper chamber will be made up of 45 representatives equally apportioned among each state.
--(a). Each state will decide how these representatives are elected or appointed.
--(b). These representatives must be made up of the dominant group of each state; the Kyo, Huhoa, and Keobi.
--(c). The council which serves as head of state and government will decide upon the leader of this chamber.
(ii). The lower chamber will be made up of 500 representatives who will be apportioned proportionally among each state.
--(a). These representatives will be elected through a proportional system.
--(b). The leader of this chamber will be chosen by a majority of the representatives.
(iii). The legislature has the authority to approve the cabinet and judicial appointments of the council.

𝑺𝒆𝒄𝒕𝒊𝒐𝒏 𝑭
The World Congress shall elect an ombudsman to supervise the government of North Dovani for a period no more than 30 years.
(i). The ombudsman will monitor the situation in North Dovani and provide timely reports to the World Congress.
(ii). The position will be open to all nations, with no nation serving more than once.
(iii). Each term shall be for no longer than two years.
(iv). The ombudsman will advise the government of North Dovani and refrain from making government decisions.
(v). If the government of North Dovani is deadlocked, the ombudsman will have the authority to break the deadlock.

𝑺𝒆𝒄𝒕𝒊𝒐𝒏 𝑮
The capital shall be a neutral city not controlled by any of the three states and be geographically located where all three states meet.

𝗔𝗥𝗧𝗜𝗖𝗟𝗘 𝟮: 𝗣𝗥𝗜𝗦𝗢𝗡𝗘𝗥𝗦
𝑺𝒆𝒄𝒕𝒊𝒐𝒏 𝑯
The participants will put in place mechanisms to provide for an accelerated programme for the release of prisoners, including transferred prisoners.
(i) Prisoners affiliated to organisations which have not established or are not maintaining a complete and unequivocal ceasefire will not benefit from the arrangement as mentioned prior.
(ii) The aforementioned programme shall exercise under the direct oversight of the World Congress and its subordinate bodies
--(a) To this end, the World Congress shall establish, for the purposes of oversight, the temporary position of "Coordinator for Captives and Missing Persons" who shall provide reports to the World Congress
(iii) The participants continue to recognise the importance of measures to facilitate the reintegration of prisoners into the community by providing support both prior to and after release, including assistance directed towards availing of employment opportunities, retraining and/or re-skilling, and further education.
