THE SERITEI ACCORD ON COOPERATIVE ECONOMICS AND ECONOMIC DEMOCRACY IN SEKO

This accord is part of the Constitutional Canon of Seko, initially designed by the Constituents' Assembly of Seko to ensure the role of cooperative economics in the state of Seko. Nonetheless, the Government of Seko urges other nations to adopt the Seritei Accord to ensure the right to economic democracy to their citizens.

Article 1

The government operates large, national banks, but small community based private banks are allowed.

Closed shops are places of employment where only members of a specific union are allowed to work; union shops can hire non-members, but these have to become members after a certain time; agency shops can hire non-members, who have to pay a fee to cover the unions costs. The government acts as an investor of last resort, by nationalizing failing industries that provide vital goods or services.

Certain industries are owned by the state, all others are under private ownership.

The state owns the commanding heights of the economy and all major industries, but private ownership is allowed in the minor industries.

The ratifiers acknowledge that with respect to:

The policy of their national government and law should be:

Trade unions may exist and all workers must have membership in one.

Trade unions may exist and worker membership is voluntary.

Policy on profit sharing

The policy of their national government and law should be:

Companies are required to distribute a minority fraction of its profits to employees.

A fiscally beneficial system encourages companies to share profits with employees.

Companies are required to distribute a majority fraction of its profits to employees.

The workers' right to strike.

The policy of their national government and law should be:

All workers have the right to strike.

All workers have the right to strike but certain categories of workers regarded as critical to society have to ensure a minimal service.

Government policy on Democratic Workers' Councils.

The policy of their national government and law should be:

The government requires all businesses to be run by Democratic Workers' Councils.

The government requires most industries to be fully run by Democratic Workers' Councils.
