Istalia - Badara Treaty of Friendship, Free Trade and Mutual Dense

| This agreement, an agreement of mutual friendship, is signed between the countries Istalia and Badara and must be ratified by their respective legislative branches to be in effect. Article 1: Citizens in Respective Nations Section 1 - Agreement of Reciprocal Extradition. The signatory countries will each honor extradition requests for breach of the criminal laws of the other once a person is indicted. Section 2 – Elimination of Visa. The signatories will commit to eliminate the visa requirement for citizens of each other.countries. Section 3 – Discrimination Prevention Clause. The signatory countries shall not discriminate against the citizens of the other country signatory for ethnic, religious or political reasons or any other issue of a personal or public nature. The registration requirement on these personal matters is eliminated for the citizens of the other country. If there is one already registered, it will be removed from the database at the request of the person concerned. Article 2: Student Exchange program Section1 – The Ministries of Education and Culture of Istalia and Badara will consult concerning the feasibility of a student exchange program and the logistics necessary to do so with a view to putting such a program in place it at all possible. Article 3: Investment. Section 1 - Investment: Citizens, businesses corporate or otherwise and the governments of Istalia and Badara may invest in the businesses of each other whether through a stock market or other arrangement. Since foreign investment in Badaran business is limited to 49%, this agreement will authorize investment up to 49% investment in the businesses of either nation. There will be no discrimination against the owners of capital thus invested whether through regulation of stock markets, bankruptcy law or otherwise. Section 2 - Investment in Oil. This agreement specifically authorizes citizens, corporations, other business interests, and the government of Istalia to invest in up to 49% ownership in holders of licenses to drill for, produce and sell oil from sites owned by Badara. Such licensees shall still be subject to laws of Badara concerning salary caps and unionization and foreign investment does not obviate those laws. Section 3 - Should either nation choose to withdraw from this treaty, there shall be a six months notice given with respect to this article and investments made thereunder shall continue to have validity after such withdrawal. Article 4: Bilateral Trade Agreements Section 1 - Istalia and Badara both guarantee the free movement (including the exemption from taxes, duty and fees) of all goods and services not outlawed by law in either party and not vital to the national security interests of either party. Badaran oil is specifically included. Article 5: Defense Section 1 - A state of non-aggression shall exist between Istalia and Badara and both countries pledge to not attack one another by military, economic, or any other means. Section 2 - If one party is attacked by an actor by any means, the other party must come to the attacked party's defense. Section 3 - Both parties authorize the other one to use ports and airports for logistic, resupply and refurbishment of its forces." |
