The Council of Shinekh shall be formed with the purpose of protecting and promoting the interests of the Gao-Showan-Jelbo-Tukaric peoples. All countries with significant populations of Gao-Showan-Jelbo-Tukaric peoples shall be eligible for full membership status and other countries shall be limited to observer status. The Council takes its name to recognise the historic city of Shinekh present in cultural tradition across Gao-Showan-Jelbo-Tukaric groups and to affirm the cultural affinity and natural friendship between Gao-Showan-Jelbo-Tukaric peoples. Article I- Cultural affinity All member countries affirm the historic cultural affinity between all Gao-Showan-Jelbo-Tukaric peoples and that it is desirable for all that this affinity continues. To this end, member countries commit to never taking action without reasonable cause that has the potential to harm a fellow member and always to respect and defend fellow members when it is necessary. Article II- Communication All member countries recognise that regular communication is important to building trust and friendship between states. To this end, all governments agree to consult regularly with their partners and to open clear channels of communication for exchange of information. Article III- Ambassadors There shall be a regular exchange of ambassadors and staff between member countries. Embassies will be established according to respective host country laws and provisions, in addition to regional Consulates where desirable. Article IV- Free trade There shall be free and unhindered trade between all members. The governments of no nation shall attempt to establish tariffs, quotas, or taxes on any imports or exports that flow between them without good reason. By default, this article covers all economic activity, including goods, services, and labour. National governments may choose to exclude particular industries in order to protect their economic position but this should only be done after notifying the partner government and with good reason. Article V- Non-aggression All members agree that the currently existing territorial boundaries are legitimate and accurate and will respect them as such. No state shall ever advance military forces of any kind across these borders except as requested by fellow members. All agree to regular consultation on any alarming military operations within their own respective countries and to understand that such operations may result in a response from others. Article VI- Further cooperation All members recognise that continued cooperation and friendship is desirable. As a result all commit to re-evaluating this arrangement at regular intervals in an attempt to deepen the ties between members. |
