Diplomatic Treaty between Kizenia and Aloria

| The Government of the Kizenia and New Endralon and the Government of the Aloria, as a result of discussions of their representatives and considering that the Governments have established diplomatic relations effective this date, have agreed as follows: Article I (1) The Governments establish diplomatic relations between them. The Governments shall exchange diplomatic representatives with the rank of Ambassador Extraordinary and Plenipotentiary, as soon as the necessary administrative and legal arrangements in the sending State so permit. (2) The two Governments shall provide all necessary assistance for the early establishment, and performance of the functions, including consular functions, of diplomatic missions in their respective capitals, in accordance with international law and practice. (3) The Governments affirm their intent to respect the fundamental principles of which diplomatic intercourse is based, including, inter alia, the principle of inviolability of the premises of the diplomatic mission. (4) The two Governments shall extend the privileges and immunities of diplomatic agents to those members of their respective administrative and technical staffs of the diplomatic missions accredited, as well as their families. The stated privileges and immunities will not be accorded to persons who are nationals or permanent residents of the receiving State. (5) The two Governments intend to hold discussions on the conduct of consular relations at the earliest practicable time. Until such time, the two Governments agree to the following interim practical arrangement: If a citizen of the sending country is arrested or detained in any manner, the authorities of the receiving country shall, within 72 hours, notify the designated representative of the sending country of the arrest and detention of the person and permit within 24 hours of such notification access by a representative of the sending country to the citizen who is under arrest or detained in custody. Article II The two Governments intend to promote relations in economic, cultural and other fields. The governments have decided that they: (1) shall recognise each other's educational certifications. (2) shall establish scolarships and exchange programs for students and teachers from both countries. (3) shall create a cultural association to promote the friendship between the countries. (4) shall proclaim the day of 11th of March as the Annual Day of the Cooperation and Friendship between Kizenia and Aloria. (5) shall pursue collaboration and cooperation in the research field. (6) pledge to increase the level of trade between countries. (7) pledge to analyse the possibilities to sign an economic and commercial treaty. Article III The two Governments intend to promote the freedom of movement of the citizens. As a result, they: (1) shall recognize their official travel documents. (2) shall issue visa-on-spot, when the citizens of the signatory countries arrive at the border checkpoint. (3) pledge to discuss and debate the possibility of removing visas and extending the freedom of movement even to the goods, capitals, workers and services. Article IV The present Treaty shall be subject to ratification and the instruments of ratification shall be exchanged as soon as possible. Article V Either High Contracting Party may terminate the present Convention any time thereafter, by notifying the other High Contracting Party in writing, one year in advance. Done at Portești on March 11, 4784, in two original copies in the Luthorian language, both documents being equally authentic. |
