Dranian-Kundrati Declaration of Friendship

| ππππππππ The Government of the Dranian Federation, hereafter referred to as Dankuk, and the Government of the Socialist Republic of Kundrati, hereafter referred to as Kundrati: Being fully committed to developing a mutually beneficial relationship based on genuine friendship, solidarity, and mutual understanding and cooperation; Establishing mutual respect for the cultures and traditions of one another; Have agreed as follows: πππππππ π. πππππππππ π πππππππππ ππ«ππ’ππ₯π π There shall be perpetual peace, friendship, and cooperation between Dankuk and Kundrati. ππ«ππ’ππ₯π π In keeping with the abiding ties of close friendship and cooperation between Dankuk and Kundrati, the respective national governments shall cooperate closely with each other on issues relating to their national interests. Neither government shall allow the use of its territory for activities harmful to the national security and interest of the other. Both countries recognize the potential πππππππ ππ. πππππππ-ππππππππ πππππππ π ππ π πππππππππ ππ«ππ’ππ₯π π There shall be established a binational council, known as the βDranian-Kundrati Council for Friendshipβ with the following objectives and mandates: (a) to work closely in finding new avenues for strengthening cultural and commercial integration between the two countries; (b) to provide recommendations to both countries concerning possible policies designed to strengthen the binational relationship; (c) to provide recommendations and regulations about the provisions in Article 18, 19, 21, or 27e; (d) to meet regularly to discuss issues relating to either country's national interests; (e) to undertake any other efforts to strengthen the binational relationship deemed appropriate by both countries. ππ«ππ’ππ₯π π (a) The Dranian-Kundrati Council for Friendship shall be composed of a 12-person board, with each country appointing six board members as dictated by domestic regulations. At least one member must be a representative of the country's national government. (b) The board shall elect a Chairman and two Deputy Chairman, one from Dankuk and one from Kundrati. The Chairman shall be responsible for the management of the Councilβs operations and funding. πππππππ πππ. ππππππππ πππππππππππ ππ«ππ’ππ₯π π Both countries shall endeavor to integrate, to the highest possible degree, their national economies with regard to the exchange of goods and services which best correspond to the social and economic necessities of both countries. Both countries shall move forward practicing compensated and bilateral trade to the extent that this is mutually convenient as a way of expanding and increasing trade. ππ«ππ’ππ₯π π Both countries shall enact laws in reducing tariffs for products of the other country in sectors agreed upon. Both countries also pledge to further expand these reductions on tariffs in other sectors. ππ«ππ’ππ₯π π In areas of common interest and based on principles of mutual benefit, the two countries will exchange comprehensive technological packets developed by the parties, which will be made available for use and implementation. ππ«ππ’ππ₯π π Both countries will collaborate closely to secure the most advantageous productive complementarity on the bases of rationality, using the comparative advantages that already exist in both countries, saving resources, expanding useful employment, promoting access to markets, and other considerations based on true solidarity which adds force to the strengths of both countries. πππππππ ππ. ππππππ πππ πππ πππππππππππ ππ πππππππππππ πππ πππ ππππ ππ«ππ’ππ₯π π Both countries pledge all possible support and aid to the other in the event of a natural disaster or humanitarian crisis in one or both signatory states. ππ«ππ’ππ₯π ππ Dankuk will procure weaponry from Kundrati as per the agreement of both governments. ππ«ππ’ππ₯π ππ Both countries are open to working together to share aid to lesser developed countries and shall explore different possible projects in coordination with different countries. πππππππ π. ππππππππ πππ ππππππππ πππππππππππ ππ«ππ’ππ₯π ππ Both countries will not discriminate in any way the admission of students on the basis of origin as it pertains to Kundrati and Dranian nationals and shall regard applicants to academic and vocational institutions the same as domestic applicants. ππ«ππ’ππ₯π ππ Both countries shall regard students from both countries as endowed with the full range of rights and entitlements that are legislated and constitutionally-mandated for citizens of Seko subject to the law. Citizens from the other country enrolled in or offered admission to, a private or public establishment accredited or financed by the respective Government shall receive the proper benefits of student scholarship, shall have all tuition and associated fees paid, and are guaranteed access to the public housing, should they apply. The countries' Ministries of Education and Culture reserves the right to set limitations on the number of students able to attend National Universities under extreme and structurally-necessary circumstances. ππ«ππ’ππ₯π ππ The countries shall, to the greatest extent possible and in accordance with their respective regulations, endeavor to facilitate the exchange of scholarly work, research, and other academic material. Both countries shall also, to the extent possible and in accordance with their respective constitutional practices and pertinent regulations, endeavor to stimulate the exchange of research workers, university teachers, and assistants and other scholars, lecturers, students, teachers, and pupils of all types of schools, including vocational schools. The same shall apply to senior officials of associations or organizations whose aim is the benefit of such institutions at which such persons are engaged or undergoing training. ππ«ππ’ππ₯π ππ Both countries shall encourage: (a) the study of the languages, literature, culture, and heritage of each otherβs country, and; (b) the development of cultural relations between their countries, including the exchange of study and lecture visits by specialists in relevant areas, and; (c) the cooperation between museums, galleries, art centers, schools of art, artistic ateliers, and other artistic vocational institutions, and; (d) cooperation in the field of literature and between libraries, including for the exchange and translation of books and other publications, and; (E) cooperation in the fields of press and publication, new media, broadcasting, film and television, and; (f) youth exchanges and cooperation between youth organizations, and; (g) contacts and cooperation between sporting organizations of the two countries, and; (h) the development of tourism and ecotourism between the two countries, and; (i) the sharing of experience and the exchange of information in the fields of arts, culture, and cultural heritage, and; (j) any other forms of related cooperation as may be acceptable to both countries, and recommended by the Seko-Dankuk Friendship Council. ππ«ππ’ππ₯π ππ Both countries will not charge any form of sales tax on any products and goods of a cultural or artistic nature as may be acceptable to both countries and recommended by the Dankuk-Kundrati Council for Friendship. In addition, both countries will not charge any form of sales tax on the purchase of tickets to a live performance of a cultural nature originating from the other country such as musical tours, operas, plays, etc. and any other performance or cultural event as may be acceptable to both countries, and recommended by the Dankuk-Kundrati Council for Friendship. πππππππ ππ. π ππππππ ππ ππππππππ ππ«ππ’ππ₯π ππ Both countries shall move forward freedom of movement, as defined by the entailment of the abolition of any discrimination based on nationality between workers of either country as regards employment, remuneration and other conditions of work and employment. ππ«ππ’ππ₯π ππ Both countries shall endeavor to establish low-cost transportation options between the two territories, with the long-term, ideal goal of eventually making all transport between the two territories as cheap as possible for citizens of the signatory states. πππππππ ππππ. ππππππππππ πππππππππ ππ«ππ’ππ₯π ππ Either country may withdraw from this Declaration by initiating this article in a written communication addressed from the Head of State of the exiting country to the Head of State of the other country. After a country withdraws from this agreement legislatively, a one-year period of gradual reimplementation of all barriers lowered by this agreement shall take place, subject to the laws of the respective countries. |
