The Dranian Federation continues to enjoy an era of peace and stability on a peninsula that has otherwise struggled with great unrest and civil conflict in its past. There is much which has led to the success of the federation as a stable democracy. It is a combination of effective policy, committed leaders, an informed citizenry, and a common vision for a better future. Such a broad set of variables cannot be easily drafted into a single declaration or treaty.

However, this particular declaration made here today in Port Rhynach, the seat of the Dranian Federal Council, is specific to one issue which we believe to be of high importance in allowing us to enjoy a harmonious and peaceful society.

Throughout history, the Dranian Peninsula has seen immense bloodshed and prolonged conflict as a result of militant organizations, often aligned with political interests vying for absolute power. These conflicts have toppled past democracies, they have assassinated public servants, they have destroyed entire local communities, and they have brought death to countless innocents. Paramilitaries have no place in a modern democratic society.

While the lessons of history should prevent a return to this dark past, the reality of the present is that there are still those who will try to undermine even the most successful democracy. And it is for this reason that we draft this declaration as a firm statement against political violence in not just the Dranian Federation but also all across Terra. The Dranian Federation is not alone in experiencing a bloody history and this declaration serves to unify nations of the world around the idea of rejecting militant political organizations which so very often are also anti-democratic. A ban on paramilitaries alone is certainly not enough to entirely end civil conflict but it is a crucial piece in avoiding a descent into chaos at the hands of politically-aligned militants.
