Seko-Rowiet Mutual Co-Operation Treaty

The Seko and Kyo peoples have always had a mutual respect and reverence for each other. Putting aside fleeting political differences; they here recognize and celebrate their fraternal ties with this treaty. It shall serve to replace the relatively restrictive Declaration of Friendship (http://classic.particracy.net/viewtreaty.php?treatyid=4579); and upon ratification both governments agree to phase the irrelevant treaty out of enforcement.

ARTICLE I
The governments of the UCCR and Seko recognize each other as sovereign states, and shall not infringe on each other's rights to govern their own lands. The Rowiet Union shall maintain an embassy in Inshinawa, and Seko will maintain an embassy in Seongtaek.

ARTICLE II
Free travel and approved trade will be facilitated among their peoples; with further policy to be established by their respective governments following mutual consultation and advice.

ARTICLE III
There shall be established a basic procedure for refugee programs, economic aid, and a path to dual citizenship between both nations. Such policies will be handled by the Rowiet Commissariat of International Affairs and the Sekowan Ministry of Foreign Affairs.

ARTICLE IV
This treaty shall be reviewed jointly every 4 years; with grievances and observances expressed. The treaty may be redrawn, amended, or abolished at these sessions. Both nations may withdraw at any time following a 8 month warning in advance. Prompt and unheralded withdrawal, or failure to commit to the treaty, will be considered a violation of diplomatic law.
