PREAMBLE:
We out of a charitable desire or hope to rectify past tragedies, into nations of higher development, create the Artania Development Fund. It is inspired from Eastern Development Fund & is called Artania Development Fund Organisation (ADFO) or Artania Development Fund (ADF)

I. DEVELOPMENT

A. Development is defined as improvement in the areas of infrastructure and transport, education and culture, health and social services, science and technology, food and agriculture, justice, and internal affairs, sports.

B. Special attention will be paid to infrastructure and transport, as it tends to spur improvements across the spectrum of developmental areas.

II. METHODS OF DEVELOPMENT

A. Development shall occur through low interest loans, not to exceed 3 %, and grants@ fixed rate & between 4% to 5 % on floating basis ( at fluctuating rate )

B. Loans will be granted by the Organization to any member nations to be strictly used on developmental projects in artania
.

C. Developmental projects are restricted to the areas defined as development In Artania Countries

D. Projects will be overseen by the nation or private institutions within a nation receiving the loan, with advice from member nations or private institutions in higher levels of development.

E. Grants will be granted by the Organization to any member nation if they can demonstrate a project's universal benefit or dire financial need, defined as long term inability to repay a low interest loan.

F. Loans and grants will be issued if & until a member nation has transitioned to medium development or has capacity to repay loan or financially fit to repay

G Grace period can be granted at discretion of executive committee for anywhere between 1 year to 10 years

H. ADFo can/ may impose penalty upto 5 % based on seriousness of fraud but notcompulsory

I. In case of willfully default / non-paymentADF has right to sell of / seize asset if that country / organization or project for which loan is taken

J. ACH Bought 15 % stake in Royal Aloria Oil ,Aloria Electricity & Aloria Natural Gas, Aloria Internet & Tech Company will be transferred to ADF as part of Intial capital

III. ACCOUNTS AND SHARES

A. All loans and grants shall derive from both the general and specific loan and grant funds, which are restricted solely to loans and grants.

B. Any member nation part of ADF or private institution based in Artania ,which is may invest or donate to any fund they choose.

C. In addition to donations and investments, the general and loan funds shall generate revenue through low interest loans, which shall be reinvestment & profit be distributed equally

D. Shares will be based on the amount donated / total capital / membership fee and/or invested as a percentage of total amount of Intial money in the organization.

E. A majority of Executive Commitee / Financial Aid Committee / shareholders may turn down loans, but may only turn down grants if the project it is to fund is not shown to have universal value or the nation requiring the grant is unable to repay a loan in the long term

F Organization has right to raise funds through issue of Investment scheme

G only Artania countries can be part of ADFO

IV. REQUIREMENTS

A. Loans and grants must be used solely for developmental projects.

B. No other political, economic, cultural, or other "strings" will be tied to loans and grants, as the member nations respect each nation's unique histories, situations, and cultures.

C ADF will also help Artania Countries to get finance al aid from other Terra Countries & Artania Countries @ 2 % commission / charge

V. CURRENCY

A. All loans and grants shall be disbursed in LOD. Or ALO
B. All investments and donations should be made in LOD or ALO

VI. LOCATION AND LEADERSHIP

A. The location of the Organization shall be in Slidar Urbem, Aloria & branches can be opened by member countries

B. Leadership shall rotate every 5 years among the member nations and private institution's
