Anantonese Economic Standardization Accord

Preamble:

In an effort to standardize trade and capital movement between The Republic of Kalistan (Kalistan) and The United Kingdom of Lourenne (Royaume Uni de Lourenne or Lourenne), the Governments of Kalistan and Lourenne pledge to establish a free trade zone over all international waters adjacent to both Nations' National Territory, and aim toward integration of the two nations' economies into a single common market, for the purposes of capital, investment, and labor movement.

Terms:
The following terms shall apply. This is not to be construed as an exhaustive list. What this Accord does not explicitly forbid or deny is eligible for negotiation for inclusion under statutory authority into the agreement:

For the purpose of National Capital controls, Kalistani and Lourennais capital shall be treated as domestic investment. Explicitly, this means, Lourennais investors can freely invest in Kalistan as if they were Kalistani Nationals, and Kalistani Investors can freely invest in Lourenne as if they were Lourennais Nationals. For the purpose of taxes, investors shall pay taxes in the place their capital investments are sent to, rather than at home.

There will be no barriers to trade between Kalistan and Lourenne. All goods will be treated, for the purposes of customs as if they are domestic goods.

There will be no barriers to travel or relocation placed upon citizens of either country. For the purposes of travel and relocation, each nation's citizens will be treated as domestic citizens and will be free of any fees or tariffs either Nation places on international travel. Lourennais aircraft will be entitled to the same laws and codes that govern domestic travel within Kalistan, and vice versa. There shall be no passport control except whatever laws shall apply to each nation's own citizens placed upon the other's travelers, and no visas shall be required to travel between the two Nations.

Exclusions:
This Accord shall not include any basing or military privileges for either Nation's Military. It does not specifically forbid military cooperation or arms and technology transfer between both states, but that is not covered by this agreement.

This Accord does not cover standardization of currency, nor does it affect either Nation's trade relationships with countries not covered by this Treaty. This Accord does not cover exchange rates or National Bank policies. This Accord does not cover fiscal or monetary policy in either Nation.

This Accord assumes non-Competition in Nationalized Industries where they apply. Cooperation for Nationalized Companies, Monopolies and Syndicates shall be permitted under this agreement, but this agreement is not to be used to create an environment for one Nation to use the protectionist posture of its Government to hurt the other Partner's economy. Non-competition can be negotiated between both states on a ambassadorial level without touching the terms of this General Accord. This Accord does not obligate either Nation to join any international Agreement that the other Nation is a signatory to.

Enforcement:
A neutral Committee made of equal number of commissioners appointed by the Head of Government of each state shall compose a board of mandatory binding arbitration to hear, evaluate and decide on remedy for all disagreements between Kalistan and Lourenne arising under this Accord. All decisions made by the Arbitration board must be made by at least 60% of all sitting commissioners. In the event that the Commission is not able to arrive at 60% majority on any grievance arising under this Accord, The Board will be required to appeal to each Nation's respective Foreign Ministry, who must negotiate a remedy for the grievance. If the either Party refuses to accept the resolution, this Accord will be nullified.

Expansion and Nullification:
Other Nations are eligible to join this Accord only with explicit agreement by both Kalistan and Lourenne.

In the event that either Nation leaves this Accord, it is considered Null and Void. In the event of nullification, investors will have the opportunity to withdraw their investment without penalty, under the terms of this agreement, for a period of 5 years following the abrogation of this Treaty.

General Terms:
This Accord Covers all aspects of trade, including capital and labor movement not named above.
