The Treaty of Alchester : The Foundation of the Free Nations League (FNL)

| The League of Free Nations is a politico-economic and military alliance, this organization founded by the Holy Luthorian Empire in 5094 seeks to defend the values that Luthori has defended for years, that is to say Freedom and Democracy, this league was founded also to be an organization which strengthens the links between all the Lutheran speaking countries, the details of the organization, its power and its actions will be described later: Item 1: The FNL is a political, economic and military alliance, aiming to strengthen the links between the Luthoran-speaking countries, the countries wishing to join the organization, will have to correspond to certain criteria, the countries wishing to join the League will have to: - be democracies - respecting human rights - having been democratic for at least 50 years (this is to have at least a stable democracy) - not to have used nuclear, chemical or bacteriological weapons during its last wars - not supporting authoritarian regimes (one-party democracy, civil dictatorship, military dictatorship, fascist or communist dictatorship and a theocracy...), by providing them with economic, political or military aid. Item 2: All countries in the world can join the Free Nations League (FNL), if they meet the above criteria. Section 3: If a nation attacks a member of the FNL, then the other members must consider this attack as an attack on their own nation and declare a state of war between that country and yours. Clause 4: All the decisions of the FNL will have to be submitted to the vote of the member states, the Council of the FNL will have to treat each decision with great impartiality. Clause 5: The Council of the Free Nations League is the body bringing together all the member states of the FNL, the council will have to vote on each decision submitted by a member state, the economic or military interventions (if a member state is not attacked) will have to receive the vote of 2/3 of the Vonseil and as soon as this decision is accepted by the Council, it will be immediately sent to the National Parliaments, for them to ratify the decisions accepted by the Council, if a decision is rejected by the Council, it will not may be proposed during the period of one year and if a decision validated by the Council is challenged by a Parliament of a Member State, then the Council will have to call for a second vote and if it is challenged this time by this, it will not cannot be represented before the Board for five years. Section 8: The President of the FNL will be a rotating presidency between the member countries and this for a term of 4 years, even if the leader of a country having the presidency changes because of the elections, the new leader of this country will become President of the FNL Section 9: The economic structure of the League will be a common market, with customs duties reduced between 50 and 70% for each of the member countries, companies will be free to settle freely in each of the member countries, they will have to pay an additional tax to each of the countries called "FNL Tax" in exchange for reduced customs duties and in order for the State to be reimbursed for the money lost due to customs duties, companies will have to comply with local laws and if a company does not respect this text then, it will then be harshly sanctioned, losing the stores installed in this country and will also lose the branch operating this country, it will be nationalized for a certain time before being sold to the highest bidders. Clause 10: The natural resources of the member states will have to be sold for free in the event of a major oil, gas... crisis, the export prices will not receive anything from the buyer, but will receive funds from the FNL Clause 11: In case of war between a member country and another non-member nation, the FNL is not obliged to enter the conflict, but is obliged to provide economic, humanitarian and military aid to the member country (if the war takes place in its territory and that it is the aggressor, otherwise Article 4 will come into force) Clause 12: There are different stages of FNL membership: 1: Equal Member of the Free Nations League An equal member is a member of the FNL who has the same rights as all other members, he has seats on the Council and a member of his delegation to also compete for the Presidency of the Council, this kind of member can have a president of the FNL, he is also a member not dependent on the economic aid provided by the Free Nations League 2: Dependent Member of the Free Nations League: This type of member has the same rights as the Equal Members of the League, but are economically dependent on it and its economic aid, these are therefore muzzled by the will of equal members and must comply with their will in exchange for economic aid from the League. 3: Vassal of a Member of the FNL: This is the rarest case, these countries are members of the FNL, but are vassals of other members and therefore their rights within the FNL are more restricted, they can ask for economic aid or military to the FNL, but they do not have a seat on the Council and cannot have the rotating Presidency of the FNL, and so their fates lie in the hands of the other members. |
