This treaty confirms the strengthening of peaceful and friendly relations between the two countries and their development into mutually beneficial relations.

Article 1: Basic Principles
Section 1. The two countries shall develop permanent peaceful and friendly relations between them on the basis of the principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, mutual non-interference in internal affairs, equality and reciprocity, and peaceful coexistence.
Section 2. The two countries, affirm in their mutual relations that they will settle all disputes by peaceful means and will not resort to force or threat of force.
Section 3. The two countries shall endeavor, in the spirit of good neighborliness and friendship, and in accordance with the principles of equality and reciprocity and of mutual non-interference in their internal affairs, to further develop economic and cultural relations between the two countries and to promote exchanges between their peoples.

Article 2: Bilateral Trade, Economic and Free Movement Agreement
Section 1. The two countries shall guarantee the free movement of all goods and services not prohibited by law in the Parties and not essential to the national security interests of the Parties.
Section 2. The two countries agree to form a free trade zone of tariffs and duty-free trade between them and shall not engage in protectionist measures imposed on the other Party within fifteen years of ratification of the Treaty.
Section 3. The two countries shall not discriminate against nationals of the other country on ethnic, religious or political grounds or on other matters of a personal or official nature.
Section 4. The two countries undertake to recognize in effect the freedom of association and the right to collective bargaining, and to eliminate discrimination in respect of employment and occupation, and to eliminate all forms of forced and compulsory labor.
Section 5. The two countries undertake to eliminate visa requirements for nationals of both countries for purposes of commerce, conferences, tourism, and visits to relatives and acquaintances.
Section 6: The two countries will cooperate for productive and social investment.

Article 3: Justice
Section 1: Agreement on Extradition
A. Extradition shall be for offenses under the laws of both Contracting States, punishable by death or by imprisonment for life or for a term of more than one year.
B. Extradition may be refused if the respondent State considers that, in view of the age, health and other personal circumstances of the person sought to be extradited, it would be contrary to humanitarian considerations to do so.


Article 4 Cooperation in Science and Education
Section 1. The Governments of the Parties undertake, for peaceful purposes, to carry out cooperative activities in the field of science and technology of mutually agreed upon national importance.
Section 2. The Governments of the Parties shall establish a Joint High-Level Committee to consider and discuss important matters in the field of science and technology and policy matters relating to the general science and technology relationship between the Parties.
Section 3 The two countries shall endeavor to promote, as far as possible and in accordance with their respective constitutional practices and relevant provisions, the exchange of researchers, university teachers and assistants and other scholars, lecturers, students, teachers and students of all kinds of schools, including vocational schools. The same shall apply to senior officials of groups or organizations whose purpose is to serve the interests of the institutions in which these persons are engaged or trained.

Article 5 Disaster Cooperation
In the event of a major disaster in either country, the other country shall offer and dispatch all necessary and available assistance to the affected areas of either country and shall cooperate with the local authorities in providing the same.

Article 6 Withdrawal
Any State may withdraw from this Declaration by initiating a written communication addressed by the Head of State of the withdrawing State to the Head of State of the other State. After a country has legislatively withdrawn from this Agreement, there shall be a period of one year during which all barriers lowered by this Agreement shall be progressively restored in accordance with the laws of the respective countries.
