| 𝗖𝗵𝗮𝗿𝘁𝗲𝗿 𝗼𝗳 𝘁𝗵𝗲 𝗔𝗿𝘁𝗮𝗻𝗶𝗮𝗻 𝗨𝗻𝗶𝗼𝗻 Title 1 - Principles of the Artanian Union Article 1 - The Artanian Union is hereby created for the continued development of a mutually prosperous, stable and sovereign Artania. The Artanian League shall not infringe on the sovereignty of its member states; Title 2 - Membership within the Artanian Union Article 1 - A "Member State" is defined as an Artanian nation who ratifies and is in compliance with the Charter of the Artanian Union; Article 2 - "Observer" status may be given to international organizations who wish to partner with the Artanian Union in matters that are considered advantageous and mutually prosperous and provide for a stable and sovereign Artania; Article 3 - A "Member State" may be suspended or removed by 2/3 majority vote of the Artanian Council; Article 4 - A "Member State" is required to pay a 2% membership fee from their national budget (foreign affairs or other specified area) to the management and maintenance of the Artanian Union; Article 5 - A "Member State" may vote to leave the Artanian Union if they approve a withdrawal from the Charter of the Artanian Union with a 2/3 majority vote of their national legislature. Title 3 - General Administration of the Artanian Union ↳ Article 1 - The Artanian Union shall be comprised of the following organs: the Artanian Council, the Artanian Commission, the Artanian Parliament and the Court of the Artanian Union; Article 2 - The Artanian Council, headed by the President of the Artanian Council, shall be the primary component behind general policy and direction of the Artanian Union. ↳ Article 2, Section A - The Artanian Council shall be comprised of 1 (one) head of government/state from each member state and shall, among itself, elect the "President of the Artanian Council"; ↳ Article 2, Section B - The Artanian Council will be the primary executive behind the Artanian Union and shall have purview and oversight of all organs of the Artanian Union; ↳ Article 2, Section C - The Artanian Council shall have authority to create, delegate, suspend, remove or otherwise alter the structure of the Artanian Union in which does not violate the Charter of the Artanian Union to carry out its functions. Article 3 - The Artanian Commission shall serve as the secondary operational executive component of the Artanian Union; ↳ Article 3, Section A - The Artanian Commission shall be appointed by the Artanian Council with consent from the Artanian Parliament and titled "President of the Artanian Commission"; ↳ Article 3, Section B - The Artanian Commission shall serve as the operational executive of the Artanian Union in addition to the primary executive, the Artanian Council; Article 4 - The Artanian Parliament shall be the primary legislative component of the Artanian Union and shall elect a number of members based on population of the Artanian Union. ↳ Article 4, Section A - The head of the Artanian Parliament shall be elected by its own membership and titled the "President of the Artanian Parliament" and shall be assisted by a number of Vice Presidents as directed by the joint recommendation of the Artanian Parliament and the Artanian Council; ↳ Article 4, Section B - The Artanian Parliament's legislation shall be binding on all member states of the Artanian Union when it does not violate the sovereignty and self-determination of each member state unless done in the common good for the continent and the world; ↳ Article 4, Section C - Elections for the Artanian Parliament shall be conducted every 4 (four) years in November unless amended by the Artanian Council; Article 5 - The Court of the Artanian Union shall be the judicial component of the Artanian Union; ↳ Article 5, Section A - The Court of the Artanian Union shall be comprised of 2 judicial representatives from each member state and lead by an Artanian Council appointed, Artanian Parliament confirmed "President of the Court of the Artanian Union"; ↳ Article 5, Section B - The Court of the Artanian Union shall have authority to hear cases pertaining to the Artanian Union, mediate and adjudicate disputes between member states and non-member states when requested.
