Whereas, We need to recognize that states of emergency, whether caused by terrorism or by natural disaster, can occur, and

Whereas, We must recognize the necessity of localized responses to such, and that it would take 8 months for authorization to pass at that point, but

Whereas, We also recognize the necessity of preventing curfew policies from being used oppressively,

We hereby propose that local governments may impose curfews when and only when the national government has declared a state of emergency in a given area, and that such curfews, even in agreement of both governments, must be reviewed by the courts and found warranted if established for more than a two week period or for more than two weeks within any three week period; and furthermore, that such curfews may not begin before 8 pm or sunset, whichever is later, and must end no later than sunrise (beyond that the time may be set by the local officials).
