A Bill to lift legal restrictions on home schooling, provided both parents and students consent. A) Guardians of primary or secondary school students may, with the student's consent, apply to the Ministry of Education and Culture to tutor the student privately instead of registering that student with a public or certified private school. B) The Ministry of Education and Culture will review these applications and approve those where the expected performance from the planned curriculum meets or exceeds the student's likely performance in the public school system. C) The Ministry of Education and Culture shall determine milestones for the expected educational development of alll students, which shall be considered applicable to both home schooling and traditional classroom schools. D) Guardians of home-schooled children shall submit periodic reports to the Ministry of Education and Culture in order to verify that the students are meeting these expected standards of educational development. E) In a case where a student's progress does not meet or exceed these standards, the Ministry of Education and Culture may at its discretion institute closer supervision or require the guardian(s) to either enroll the student in the public school system or enroll the student, with the student's consent, in a private school of the family's choice. F) Graduates of home school programs shall be required to demonstrate competence in reading comprehension, science, history, mathematics, and other subjects as determined by the Ministry of Education and Culture equal to the competence required of a secondary school graduate. G) Graduates of home school programs shall not be discriminated for or against in any hiring decisions made by the Ikradonian government. |
