This bill proposes that the governement may not seize private property. The government may offer to purchase the property and the owner has the right to refuse. The government has the right to use private property without permission for defense and public safety purposes only. This is to be strictly regulated. The government must cease use of the property immediately after the threat has passed. The owner has a right to compensation for unauthorised givernment use. |
