Phone service is currently regulated by government imposed price controls. These controls are bad for the market because they disrupt both sellers and buyers from freely coming to an equilibrium price by forcing either an excess of demand or an excess of supply for phones, hurting both consumers and providers at various times. We ought to let the market work freely in this arena. To protect the poor, the government will still subsidize their phone usage.
