This legislation stipulates a full ban on PUBLIC smoking that occurs in the public air that belongs to the PEOPLE collectively. In other words, it balances the interests of citizens that want to smoke by smoking indoors in their homes, restaurants, bars, and clubs with the interests of citizens that do NOT want to smoke. |
