This legislation simply affirms that while the Commonwealth of Rutania is aggressively UNITED in combating Global Warming and pollution, the means to that utopic end must NOT include FORCING hard-working Middle Class families against their will like slaves the right to buy a Hummer. Rather, we give them that freedom while giving tax incentives to motorists and Car Manufacturers to develop automobiles that run on clean renewable energy like celluose-based and corn-based ethanol, Biodiesel, Bio-Willie, Solar, Wind, and Hydrogen Fuel Cells.
