Our logging industry is pitiful on an international level. Excessive environmentalist regulation has stifled our logging industries and made a shame of our logging exports. To remedy this problem, this bill proposes to: 1) Encourage the privatization of the logging industry. 2) Encourage logging. |

Old value:: Local governments are required to operate forestry agencies, which own and manage all forest land.
Current: There is a national agency which owns all forests, but subcontracts the work to private companies.
Proposed: Local governments may set up forestry agencies. Where they do not, forestry is on a commercial basis.
Article 2
Proposal[?] to change The government's policy concerning forest protection.
Old value:: Forest protection is left to local governments.
Current: The government has no policy on forest protection.
Proposed: The government promotes forest clearance.
